  • I have completed a bachelor's or higher degree in engineering from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses in 5 of the following 7 areas:(a)statics, dynamics;(b)strength of materials;(c)fluid mechanics, hydraulics;(d)thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics.
  • I have a combination of education and experience described in the announcement and it’s demonstrated by the qualification that I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • I have a combination of education and experience described in the announcement and it’s demonstrated by the qualification that I am registered as a as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • I have a combination of education and experience described in the announcement and it’s demonstrated by the qualification that I have successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in the first response above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.)
  • I have successfully completed a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND have at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer.

Specialized experience includes the following:

  • Managing communications and spectrum within the terrestrial and maritime domains at the national and international level;
  • Serving as a principal advisor for communications and spectrum resources;
  • Performing frequency and communications planning;
  • Overseeing the issuance of regulatory equipment authorizations;
  • Creating, modifying, or maintaining communications and spectrum policies and secures agreement with other agencies;
  • Serving as a representative to national and international communications regulatory and standards bodies including United Nations' International Telecommunications Union, International Maritime Organization, Radio Technical Commission for Maritime Services, Global Maritime Distress and Safety System Task Force, establish guidelines and performance expectations, prepared performance evaluations, resolved complaints or grievances, developed work improvement plans, advised and counsel to workers related work and administrative matters, ensured subordinates are trained and managed personnel administrative matters and equal opportunity (EEO) goals;
  • Applying expertise in advanced electronics engineering theories, principles, concepts, standards, and methods in the field of frequency spectrum issues, and radio navigational and communications systems.
