Duties

You will serve as a Supervisory Management and Program Analyst (Cyber) and be responsible for managing the package of support functions required to field and maintain the readiness and operational capability of cybersecurity related systems and components. In this capacity, you conduct audits of financial and property transactions, develop and coordinate responses to external audits from Coast Guard Headquarters and the DHS IG, manage the C5I property program, and administer C5I internal controls programs supporting a wide variety of capitalized and non-capitalized IT and electronics assets and higher level assemblies including licensed, owned, and in-house developed software.

Typical work assignments include: 



  • Assists the immediate C5ISC-ALD supervisor, as required, in reviewing resumes and interviewing potential candidates for open positions and in executing EEO policies and communicates support of those policies to subordinates.

  • Assures equality in determining qualifications, selection, assignments, training, promotions, details, discipline and awards to employees.

  • Develop methods to monitor and measure risk, compliance, and assurance efforts for cybersecurity related systems and components

  • Perform needs analysis to determine opportunities for new and improved business process solutions

  • Resolve conflicts in laws, regulations, policies, standards, or procedures

  • Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals

  • Coordinate and manage the overall service provided to a customer end-to-end

  • Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up

  • Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives

  • Participates in supporting IT and cyber human capital management functions, including analysis, evaluation and oversight of workforce certification

  • Conducts audits of financial and property transactions

  • Establishes policy, plans and schedules for meeting the OMB A-123 internal control assessment and reporting program working towards CFO compliance, both financial and logistical

  • Develops and coordinates responses to external audits from Coast Guard Headquarters and the DHS IG

  • Manages property programs and administers internal controls programs supporting a wide variety of capitalized and non-capitalized IT and electronics assets and higher level assemblies including licensed, owned, and in-house developed software

Qualifications and Evaluations

Requirements:

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

    • Mastery knowledge in the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems to conduct comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance.

    • Mastery knowledge of a wide range of C4IT administrative laws, policies, regulations, and precedents applicable to the administration of logistics management operations.

    • Mastery knowledge of internal control policies and procedures supporting a wide variety of capitalized and non-capitalized IT and electronics assets and higher level assemblies including licensed, owned, and in-house developed software.

    • Mastery knowledge of property management methods and techniques in order to develop and enforce compliance with property management policies.

    • Mastery knowledge of financial management methods and techniques in order to administer and manage financial system access, authorities, account structure, fiscal year account conversions and other fiscal internal controls processes.

    • Mastery knowledge of accounting standards, policies, and procedures governing management of C4IT assets, higher level assemblies, and internal use software.

    • Ability to prepare, plan, organize, and direct team study work.

    • Ability to negotiate effectively with management in order to accept and implement recommendations.

    • Ability to lead teams and conduct training.

    Qualifications:

    To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.


    Specialized experience at the GS-14 level includes work the following: Leading teams of diverse people to accomplish mission goals, providing training to team members on program objectives and systems utilized in the organization, monitoring risk of designated programs, researching regulations and laws and make recommendations to solve problems, collecting and assessing customer service feedback, using negotiation skills to assist with business process improvements, and serving as a technical expert, analyst, or advisor on all matters relating on work associated with account structures, financial systems, and/or internal controls.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
