This position is located in the Office of the Chief Financial Officer, Division of the Comptroller, Financial Reporting Branch


The supervisor is Patrice Williams-Johnson 
This position is in the Bargaining Unit.

Duties

Serve as an accountant in the Division of the Comptroller, Financial Reporting Branch, which is responsible for working on general accounting operations, general ledger maintenance and reconciliation, reporting, and financial analysis functions. Will perform general accounting duties consistent with the functional responsibilities of the branch within the Division.


Responsibilities include but are not limited to:



  • Perform analysis, review, research, reconciliation and preparation of financial statements, reports and/or transactions

  • Review SGL accounts including budgetary and proprietary to ensure abnormal accounts are resolved and variances cleared through corrective entries and adjustments

  • Analyze and correct variances between subsidiary ledger balances and the account balances in the general ledger

  • Reconcile cash, accounts receivable, accounts payable and other general ledger accounts

  • Research and analyze complex financial issues by obtaining data from various sources

  • Support internal and external audits and provides data, information and expertise on accounting, financial management, procedures and reports.

  • Review audit reports, responds to requests for information and recommends/implements corrective actions to mitigate audit deficiencies

  • Develop and maintain standard operating procedures related to the accounting functions

  • Review, interpret, and apply Federal accounting principles and standards, as well as recommends implementation and/or alternatives

  • Education Requirements:

    All candidates must have knowledge of accounting principles and standards as evidenced by a four-year degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law), OR an equivalent combination of college-level education (24 semester hours in accounting courses), training that provided professional accounting knowledge and accounting experience.

    Qualifications:

    In order to qualify for this position, in addition to the educational requirements, you must have at least one year of specialized experience at the next lower grade level (GG-11) in the Federal service or equivalent experience in the private or public sector.


    Specialized experience is defined as: experience that demonstrates knowledge of US Standard General Ledger accounts with strong ability to review, reconcile, research, and analyze those accounts by utilizing Federal Accounting and Reporting Systems both internal and external to an organization.


    The ideal candidate will be able to demonstrate the following:



    1. Knowledge of and experience with standard general ledger accounts and Federal financial accounting concepts.

    2. Ability to review, reconcile, research, and analyze general ledger accounts and data from accounting and financial reports in order to identify anomalies and draw accurate conclusions.

    3. Skill in ensuring risk management and internal controls over financial reporting and OMB Circulars A-123 and A-136.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires.  To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver.  To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks.  If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.  If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
