Have knowledge of the theories, concepts, processes, techniques, principles and/or practices of Medicaid, CHIP, Medicare, and/or private health insurance, and related policies. This includes knowledge of the history, trends, and current status of Medicare, Medicaid, or private health insurance issues; for example, eligibility, benefits, service delivery, or financing issues related to one or more populations served by Medicaid.

  • Have knowledge of Medicaid, CHIP, Medicare, and/or private health insurance including pertinent public policy issues. For example, independently conducted research related to Medicaid, CHIP, Medicare, and/or private health insurance in a work setting; published research as a principal author in a peer-reviewed professional journal on Medicaid, CHIP, Medicare, and/or private health insurance; completed doctoral or equivalent academic program in a relevant discipline such as economics, public policy, or health policy, combined with some applied experience related to a public policy issue in Medicaid, CHIP, Medicare, and/or private health insurance; or equivalent experience.
  • Have knowledge of Medicaid, CHIP, Medicare, and/or private health insurance including pertinent public policy issues as demonstrated by, for example: completed doctoral or equivalent academic program in economics, public policy, or health policy; assisted with research in Medicaid, CHIP, Medicare, and/or private health insurance in a work setting; served as a contributing author to published research in a peer-reviewed professional journal on Medicaid, CHIP, Medicare, and/or private health insurance; or equivalent work experience.

4 Ability to analyze public policy issues**

Applied knowledge of Medicaid, CHIP, Medicare, and/or private health insurance to analysis of public policy issues. Clarified policy questions, summarized alternatives, and defined their impact; designed and utilized pertinent quantitative and/or qualitative research and analytical methodologies and techniques. Examples include: 1) identifying emerging issues, 2) evaluating legislative proposals, 3) evaluating budget/appropriations, 4) assessing public and private implications of government programs or regulations, 5) assessing alternative approaches to public policy issues, and 6) evaluating governmental organization and administrative procedures to accomplish program goals.

For example, published advanced graduate-level research findings (or equivalent) and in so doing, performed at least two of the above examples in Medicaid, CHIP, Medicare, and/or private health insurance. Interpreted results of research for use by audiences ranging from expert to layman.
  • Have conducted analysis on a public policy issue related to Medicaid, CHIP, Medicare, and/or private health insurance. This required knowledge of the data and their history, strengths, weaknesses, etc. For example, completed research studies or projects that involved the standard application of an established quantitative and/or qualitative analytical and research method or technique at a level equivalent to a doctoral dissertation, as part of an academic program or in a work setting.
