This includes knowledge of the history, trends, and current status of the Congress and its consideration of legislation, including the rules, practices, and precedents of the House and Senate, as well as organization and procedure of congressional committees and the role of congressional leadership. 4 Ability to analyze congressional procedural issues** Applied knowledge of congressional rules, practices, and precedents to the consideration of legislation and analysis of public policy issues. Conceptualized and defined procedural issues, analyzed and synthesized information and research, identified implications of data and drew appropriate conclusions, generated, assessed, and evaluated the consequences of choosing each alternative; designed and utilized quantitative and/or qualitative research and analytical methodologies and techniques; presented the big picture and interrelationships of all aspects of the public policy issue. Such as: 1) identifying emerging issues, 2) evaluating congressional reform proposals, 3) evaluating budget/appropriations procedure, 4) assessing implications of congressional procedure and reform, 5) assessing alternative approaches to public policy issues, and 6) evaluating congressional organization and procedures to accomplish goals.
