This includes knowledge of the history, trends, current status, and issues related to Congress and its consideration of budget and appropriations legislation, including the rules, practices, and precedents of the House and Senate, as well as organization and procedure of congressional committees and the role of congressional leadership. For example, independently conducted research related to congressional budget and appropriations procedures in a work setting, published research as a principal author in a peer-reviewed professional journal on congressional budget and appropriations procedures; completed doctoral or equivalent academic program in congressional procedures combined with some applied experience related to budget and appropriations in congressional procedures; or have equivalent experience.

Applied knowledge of congressional rules, practices, and precedents of the House and Senate related to the consideration of legislation, with a focus on budget and appropriations policy issues. Clarified policy questions, summarized alternatives, and defined their impact; designed and utilized pertinent quantitative and/or qualitative research and analytical methodologies and techniques. Examples include: 1) identifying emerging issues, 2) evaluating legislative proposals, 3) evaluating congressional budget/appropriations processes, and 4) assessing alternative procedural approaches to addressing budget/appropriations policy issues.
