Located primarily on Capitol Hill in Washington, D.C., the Library is the home of the U.S. Copyright Office, the Congressional Research Service (CRS), the Law Library of Congress, and the National Library Service for the Blind and Physically Handicapped.
Summary:

The Senior Nurse Practitioner works under direct supervision of the Chief, Health Services Office (HSO), Integrated Support Services (ISS). Incumbent receives broad policy guidance from the Chief, HSO. Incumbent performs a variety of complex duties to review and analyze medical data, performs patient management duties, and plans and/or collaborates on patient care to ensure continuity of patient care within HSO.

Duties

Functions independently as a certified nurse practitioner for a patient population under the general supervision of the senior medical staff. Performs patient management duties including the following: assessing patients; ordering and interpreting laboratory and diagnostic studies; referring patients for consultation when indicated; documenting in-depth progress notes and dictation summaries; and communicating and collaborating with referring physicians to ensure continuity of care. 


Participates in the guideline development process. Serves on division task forces and study groups charged with considering problems or directions on developing standards. Consults with staff members at all levels of the organization to achieve consensus on issues and resolve any disagreements on standards. Reviews current policies affecting staff and operations. 


Incumbent researches and evaluates policy issues that are central to the agency's mission. Assists in developing policies and compares and contrasts current and future policies and strategies in force to formulate appropriate strategies for addressing problems developing timetables to ensure prompt action, and to institute efficient follow-up procedures. 


Researches and prepares final background and decision papers for the signature of the Chief Medical Officer. This includes assisting in the preparation of memoranda, briefings, and other backgrounds material concerning substantive issues, findings, conclusions and proposed solutions to keep the Chief Medical Officers and appropriate staff involved and key decision points. Plans care overseeing other professionals or works as a key team member providing comprehensive monitoring and treatment for clinical nursing. Serves as expert resource and key member of the multi-disciplinary team. 


Participates in and directs the training of support personnel. Assists in design and presentation of in-service training to nurses, medical support staff, and other healthcare professionals. Provides instructional resources that promote the implementation of outreach programs, inculding participation in the orientation of new staff and the development of fact sheets and checklists. Promotes and aids in implementation of Library health and wellness outreach programs.

Education - A graduate or higher level degree from an accredited professional nursing educational program is required. This education must have been accredited by the Accreditation Commission for Education in Nursing (ACEN), the Commission on Collegiate Nursing Education (CCNE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.


For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program.


Licensure - For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license as a professional nurse and an advanced practice nurse (Nurse Practitioner) from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.


In addition to the mandatory license and education described above under Basic Requirements, applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.

Evaluations:
The Library of Congress evaluates applicants through an applicant questionnaire and a structured interview. Applicants may also be screened for some jobs through licensing, certification, and/or education requirements, a narrative/application review, and/or a preliminary telephone interview. The knowledge, skills, and abilities (KSAs) that are marked with a double asterisk (**) in the vacancy announcement and the applicant questionnaire are considered the most critical for a position. Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
