Duties

The incumbent of this position serves as a Client Planning Manager (CPM), providing strategic advice, recommendations and solutions to and/or resolving complex issues for PBS clients, performing two sets of functions - strategic account management and requirements gathering. 


As a Client Planning Manager you will be responsible for the following:



  • Proactively develops relationships across client's National, Regional, and Field Organizations including operational and support units.

  • Serves as a core member of the Client Delivery Team (CDT) and routinely coordinates with colleagues within the CDT to ensure full span of awareness of developing client issues which may evolve into projects and to gain broader insight into customer agency culture to better understand, develop and implement communication strategies with customers.

  • Actively and routinely collaborates with liaisons and National, Regional and local PBS colleagues in understanding and applying changes in customer agency mission requirements to support short and long-range planning.

  • Leads regional development of the Client Project Agreement (CPA) including expert knowledge of the client agency's space and operational needs beginning at least 36 months prior to assignment expiration or 60 months prior to expiration if a prospectus-level procurement.

  • Serves as the agency's initial point of contact in the requirements development phase of a space action.

  • Reviews the client’s initial requirements with the Projects Program Manager, Business Analyst, Building Manager or Lease Administration Manager, and the space management project team.

  • Advises and collaborates with the client to modify initial project requirements, if necessary.

Requirements:

  •  If selected, you must meet the following conditions:

    • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.

    • Serve a one year probationary period, if required.

    • Undergo and pass a background investigation (Tier 2 investigation level).

    • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

    • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

    • Work is generally performed in an office setting. Occasional or recurring travel to visit Federal buildings, lease sites, etc. is generally required; visits to buildings in the process of construction also may occur. Depending on the geographic area of assignment, the employee will be required to drive an automobile and/or employ other authorized methods of transportation to perform necessary travel.

    • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

      1.  Mastery of a diverse range of business and industry concepts and practices, as well as an expert knowledge of tenant and client agencies' needs, requirements and client satisfaction drivers; advanced knowledge and skill in applying analytical and evaluative methods and techniques.

      2. In-depth knowledge of account management including strategic account management methods, processes, and metrics and/or customer service standards and practices. 

      3. Superior knowledge of business lines, their interrelationships and existing governing laws, regulations, methodology and/or policies to provide sound and authoritative technical guidance.

      4. Superior knowledge of customer agency missions, operations procedures, organizational structures, location, size, regulations, and program requirements necessary in determining where GSA services fit into the delivery of products/services. 

      5. Thorough knowledge of customer agencies' systems and planning/acquisition processes, required to prepare long-range and short-range plans in accordance with PBS program policies/objectives. Ability to anticipate customer business and service needs.

      6. Knowledge of pricing policies and procedures and related management activities in the areas of utilization factors, budget control, contracting, space planning and programming, building design and construction for project planning purposes.

      7. Overall technical knowledge of project planning, project management, prospectus development, realty practices, and asset management concepts, governing regulations, and program criteria to evaluate program activities and recommend changes. 

      8. Ability to utilize project planning and project management practices.Superior analytical skills to apply a wide range of qualitative and/or quantitative methods for assessing and improving strategic customer relationships, and for interpreting and applying complex legislative, policy and regulatory decisions.

      9. Exceptional oral communication skills for presenting sensitive recommendations to higher level individuals, for obtaining compliance with policies, articulating position and/or policy of vast technical complexity to facilitate cooperation from management at all levels, and for representing the agency on task forces.

      10. Skill in written communications to present sensitive recommendations to higher authorities, to obtain compliance with policies, to articulate positions/policies of vast complexity, and to represent the region on various task forces or projects.



    • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.

    • We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

    • Within each category, veterans will receive selection priority over non-veterans.

    The GS-13 salary range starts at $ 93,282.00 per year.


    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.


    To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience performing strategic account management in relation to workspace/real estate needs leading cross-divisional teams that included strategic planning, operations management, business development, requirements development and service delivery. Technical expertise is required to emphasize your account management experience in one or more of the following: real estate, strategic planning, space requirements analysis, construction, financial management, project management, acquisition or organizational development services. Experience communicating with internal and external customers to provide technical information and analysis of strategic and project level requirements. Experience must also have demonstrated customer relationship management and support to manage programs and projects.
