This position is located in the Human Capital Office, Mission and Readiness Support Directorate, Federal Law Enforcement Training Centers, in Glynco, GA. Serving as the Human Resources Officer makes you a valuable managerial member of the FLETC team and mission. You will lead the development of human capital policy as well as supervise and administer human capital operations and programs.

Typical assignments include:

  • Directs FLETC’s human capital management programs through subordinate supervisors overseeing all areas of human capital management including classification, staffing, labor and employee relations, strategic workforce development, and the identification and application of human resources information technology.

  • Identifies long and short term program needs based on FLETC’s mission and strategic objectives and recommends, formulates, and evaluates human capital management policies, programs, and processes to ensure effectiveness and efficiency in meeting the FLETC mission.

  • Analyzes changes in regulation, policies, and technology for impact on human capital programs and functions, and ensures compliance with all applicable program requirements.

  • Serves as a key consultant and expert advisor to FLETC’s executive leadership in resolving complex and sensitive personnel issues and represents the Director on all human capital management matters before the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer.

  • Provides expertise and advisory services on human capital management principles, techniques, and acceptable practices.

  • Supervises subordinate Branch Chiefs and program staff and evaluates employee performance. Develops training plans for staff and ensures that all professional, technical, and other job related training and development requirements are met.

Qualifications and Evaluations

Conditions of Employment:
  • You must successfully pass a background investigation.
  • This position participates in FLETC's Continuity of Operations Program.  You are responsible for ensuring little or no disruption to FLETC's Mission Essential or Primary Mission Essential Functions in the event of an emergency.
  • You will need to set up direct deposit so we can pay you.
  • You will be required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • This position is designated as Emergency Essential.  You will be required to sustain FLETC's operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
  • You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • New supervisors/managers must successfully complete a 1-year probationary period.
  • This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret security clearance.
  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

  • This position's funding is dependent on Congress; however, you will be expected to report to work during a government shutdown but will not be paid during a furlough.
  • Education Requirements:

If you meet the minimum qualifications, we will use a job questionnaire to determine the degree to which your experience, education and training demonstrate the following competencies needed to perform this job:

    1. Knowledge of principles, concepts, laws, rules, and regulations related to human capital management. Primary program areas include: classification, staffing, labor and employee relations, strategic workforce development, and human resources information technology.

    2. Knowledge of human capital management functions to analyze complex program requirements and implement innovative solutions that address organizational and customer needs and support the mission and strategic goals of an agency.

    3. Ability to lead and advance human resources management programs and policies to internal and external customers by fostering communications and cooperation effectively with stakeholders and senior leadership at the component, agency, and department/headquarters levels.

    4. Ability to manage and direct the overall human capital management operation, including the day-to-day administration, coordination, and assessment of human capital management functions related to classification, recruitment, benefits, retention, training and development, employee relations, labor-management relations, and human resources information technology.

    5. Ability to serve as an expert consultant to senior-level managers regarding the full spectrum of human capital management programs, policies, and practices.

    6. Ability to initiate and maintain effective personal contacts with a broad range of individuals, groups, and organizations on matters that are controversial.

    7. Ability to supervise, develop, motivate, and manage a subordinate staff.

    You must possess at least one year of specialized experience equivalent to the GS-14 grade level. Specialized experience is defined as experience in a supervisory capacity with responsibility for providing leadership and oversight to an organization responsible for each of the following: promoting economy, efficiency, and effectiveness in the administration of human capital management programs; formulating and developing human capital management policies; planning and establishing programs to effectively carry out human capital management functions; assigning program responsibilities and exercising supervision over human capital management activities; building and maintaining effective communications and cooperative relationships among management, employees, and employee organizations; and evaluating the overall effectiveness of human capital management programs.  

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel Management must authorize employment offers made to current or former political appointees.     Re-employed annuitants’ annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
