EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position will be filled under the Pathways Internship Program. This Program allows students to gain paid work experience while pursuing a degree, diploma or certificate at a qualifying institution. Under the Pathways Program, students who successfully complete all work, study, qualifications, and other eligibility requirements may be offered a permanent position with our agency upon graduation or completion of a qualifying certificate. At the Agency's discretion, students hired under the Pathways Program may be extended beyond 9/30/2017 and/or non-competitively converted to a term, career, or career-conditional appointment with a Full Performance Level (FPL) of GS-11, GS-12, or GS-13 (FPL varies based on the hiring department). Eligibility for conversion does not guarantee that the agency will decide to opt for conversion.

As a Student Trainee (Human Resources), you may:

  • Assist the staffing team with the preparatio of recruitment requests;
  • Support the recruitment team with job fair preparation;
  • Attend job fairs and other recruitment events;
  • Conduct research and present findings;
  • Review and analyze policy and procedures; or
  • Troubleshoot complex issues and assist customers with technical questions.

Qualifications and Evaluations

  • You must be enrolled in a qualifying educational institution pursuing a degree, diploma or certificate;
  • You must have (and maintain) good academic standing, as defined by your school, generally at least a 2.0 cumulative Grade Point Average (GPA) for undergraduate programs (without rounding).  You must provide proof of your school's academic requirement with your application if the requirement is less than 2.0.
  • Advanced degree students and above must have (and maintain) a cumulative GPA of 3.0 (or equivalent) based on your school's academic requirements. You must provide proof of your school's academic requirement with your application if the requirement is less than 3.0.
  • You must remain enrolled at least half-time in order to continue to be eligible for the Pathways Internship Program.

    GS 5: applicants must have at least one (1) year of specialized experience at or equivalent to the GS-4 grade level in the Federal service which demonstrates skill in analyzing and interpreting regulations and policy, the ability to communicate effectively orally and in writing, and the ability to use software applications to develop reports, spreadsheets, and track data.  Examples may include researching policy and/or procedures and presenting analysis orally or in writing; using software programs such as Microsoft Word and Excel to develop reports and track data; or providing guidance to customers based on standard operating procedures or policies. 



    Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Only education in excess of the amount required for the next lower grade level may be used.

    • Health benefits, sick leave & annual leave - Must be on an appointment limited to one year or less and expect to work 130 hours or more per month, must work at least 90 days, and be in a pay status during no less than one-third of the total period of time from the date of the appointment to completion of the Pathways Program;

    The Agency has the option to convert an intern to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) if the requirements of the program are met. This is not automatic. It is at the discretion of the employing office. Interns may be converted to the GS level qualified for at the time of conversion.     • Be a U.S. Citizen
    • Complete at least 640 hours of work experience acquired through the Internship Program.
    • Complete their degree or certificate requirements.
