EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will provide expert level business and technical support and guidance to the agency relating to a variety of functions for an Agile development effort. Typical assignments include:



  • Developing and conceptualizing a comprehensive User Interface/User Experience (UI/UX) design strategy.

  • Providing advice and guidance on the implementation of UX research methodologies and testing activities in order to analyze and predict user behavior.

  • Producing high quality UX design solutions through wireframes, visual and graphic designs, flow diagrams, storyboards, site maps, and prototypes.

  • Managing product design and implementation of all the experiences a user has when interacting with a new IT grants system.

    Qualifications:

    Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

    You qualify for this position at the GS-14 level (starting salary $117,191) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Examples of specialized experience would typically include but are not limited to:



    • Utilizing the Agile development methodology, or similar approach, to manage qualitative and/or quantitative data for business-related requirements,

    • Overseeing the product design and user research for the development or utilization of new software systems through various stages such as usability testing and implementation,

    • Utilizing creative solutions to User Interface/User Experience (UI/UX) design problems by staying up to date with best practices and emerging trends in user experience design and user interface technology,

    • Ensuring all elements of the online user experience are optimized for improved usability, usefulness, and exceptional visual design.


    AND
    For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.     Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
