This position is in Region 8, Laboratory Services and Applied Science Division,  Technical Assistance Branch, in Denver, Colorado.  If selected, you must work at the location stated in this announcement.  About Region 8:  Region 8 Webpage

You will:

  • Provide authoritative advice to other agency scientists and high-level officials, conducting investigations into potential risks to human health and the environment from chemical exposure.

  • Provide expert review of technical documents prepared under EPA's direction as well as those prepared by others in support of the EPA programs and work on scientific teams in assigned project and studies.

  • Play an integral role in developing policies, plans and procedures for addressing critical issues associated with human and/or ecological risk assessment and toxicology.

  • Lead a multi-disciplinary staff responsible for providing expert risk assessment and toxicology support to Regional programs.

  • Negotiate agreements and explain program priorities, activities, plans and other program actions.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications and Evaluations


You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Participation in the medical monitoring program is required.

  • Education Requirements:

     You must have a bachelor's degree from an accredited or pre-accredited college or university in toxicology, or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.

    You need a degree or combination of education and experience as described below to qualify for this position.

    In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

    To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as assessing risks to human health effects and/or the environment from chemicals; developing health effects assessments or risk assessments by reviewing, analyzing and interpreting polices and procedures of scientific data; and reviewing toxicity studies of environmental contaminants.

    Your answers to the online assessment will be used to evaluate your competencies in the following areas:  

    • Knowledge of chemical exposure pathways and impacts of toxic chemicals on human health and/or organisms in the environment

    • Skill in written communication

    • Knowledge of statutory and regulatory requirements as they relate to toxicology and risk assessment issues 

    • Ability to lead others

    • Ability to work as a scientific specialist with teams involved in solving complex environmental problems

    • Ability to lead a multi-disciplinary team

    • Ability to translate highly technical scientific principles and theories into administratively workable solutions

    • Skill in oral communication

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
