Summary:

You will serve as an engineer in Rulemaking’s Office of Crashworthiness Standards, which is responsible for planning, implementing, and maintaining motor vehicle crashworthiness safety standards, policy and decisions for motor vehicles used on the Nation’s highways.

Duties

At the full performance level, the General Engineer:


This position is located within the Special Vehicles and Systems Division:


Special Vehicles & Systems Division: This division’s area of responsibility includes fuel system integrity, fuel container integrity, flammability of materials, electric and other alternative fuel vehicles, child restraint systems, school buses, motor coaches, motorcycle helmets, pedestrian protection, roof and door component strength, and truck underride guards.  Candidates with education and/or experience working with safety standards and engineering analysis and principles would be particularly suitable to work in this division. 



  • Assignments involve technical engineering programs concerning the analysis of vehicle safety issues, performance evaluation, and the promulgation or upgrade of Federal Motor Vehicle Safety Standards (FMVSS), regulations and/or guidelines dealing with electric and alternative fuel (natural gas, propane, hydrogen).

  • Requires a mastery of engineering concepts, principles and practices of physics and engineering, to investigate and provide consultative service in assigned area of the Division's rulemaking responsibilities. Knowledge is used to research and develop procedures, develop test requirements, and evaluate motor vehicle crashworthiness systems performance.

  • Develops detailed descriptions of proposed solutions to safety problems, documents evidence of feasibility, and evaluates possible effectiveness.

  • Initiates, develops, and manages technical engineering programs concerning the analysis of vehicle safety issues, motor vehicle safety performance improvements, and the promulgation of any resulting FMVSS, regulations and/or guidelines dealing with crashworthiness characteristics of motor vehicles.

  • Develops information, arguments and recommendations in logical sequence, and present them in oral, written or graphical forms, in a concise, easily understandable manner, so that the expression is clear and convincing.




The ideal candidate is self-motivated, has demonstrated knowledge and expertise involving vehicle safety, electric drive and alternative fuel vehicle systems, and possesses sound engineering judgement. The ideal candidate has strong analytical, writing and communication skills. The ideal candidate can manage projects and work cooperatively with stakeholders to improve vehicle safety.

    MANDATORY EDUCATION REQUIREMENTS:


    All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

    A. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics:  (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

    B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
    2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
    4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.

    Qualifications:

    To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.


    To qualify for the GS-11 on Experience, you must have one year of experience equal or equivalent to the GS-09, which includes:
     



    • Experience applying engineering concepts, principles and practices applicable to structural design, strength of materials, dynamics, vibrations, mechanics, mathematical modeling or computer simulation.

    • Experience in the identification, analysis and quantification of engineering problems and formulating actions required for their solution.


     

    To qualify for the GS-11 on Education alone, you must have:



    • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.  

    • You can also qualify based on a combination of higher level graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.  




    To qualify for the GS-12 on Experience (in addition to the GS-11), you must have one year of experience equal or equivalent to the GS-11, which includes:
     



    • Experience applying engineering practices, methods and techniques to perform technical analyses.

    • Experience in the identification of research requirements necessary for the solution of engineering problems.



     You cannot qualify for the GS-12 on Education, you must have experience.


     

     
    To qualify for the GS-13 on Experience (in addition to the GS-11 and GS-12), you must have one year of experience equal or equivalent to the GS-12, which includes:
     



    • Experience in the formulation of research plans necessary for the solution of engineering problems.
       


    You cannot qualify for the GS-13 on Education, you must have experience.

     
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
