Duties

The Associate Administrator for Infrastructure serves as the principal advisor to the FHWA Administrator, Deputy Administrator, and Executive Director on matters as they relate to FHWA program performance, the national highway system, pavements, bridges, and other engineering missions, strategic goals, program, and objectives.  As the Associate Administrator for Infrastructure you will:



  • Lead and direct a staff of transportation professionals and provide nationwide guidance in delivering the $46 billion Federal-aid Highway Program by developing and implementing strategic national policies and programs to improve the condition of the Nation’s roads and bridges.



  • Oversee the development and administration of national policies and programs in the areas of highway design, construction and preservation, pavements, bridges, and transportation performance management to improve infrastructure across the National highway system.



  • Establish partnerships with Federal agencies, State and local governments, and transportation industry partners and stakeholder to address and resolve transportation infrastructure and program issues.



  • Serve as a member of the FHWA’s Leadership Team and participate in developing strategic initiatives that have broad national impact upon the Agency and the Nation’s transportation system. 



  • Provide executive direction over the development and execution of an infrastructure program to meet the needs and goals of the highway community and the nation's highway transportation system.



  • Develop and implement policies, goals, and strategic initiatives, provide guidance to staff, and monitor and evaluate progress of the development and execution of infrastructure programs to advance FHWA and DOT goals.


This is a General position in the Senior Executive Service. 


 

Qualifications and Evaluations

Requirements:

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:



  • Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.

  • Complete a one-year SES probationary period (unless already completed).

  • DRUG TEST: This position is subject to a pre-employment drug test and random drug testing during employment.

  • SECURITY CLEARANCE: This position requires the ability to obtain and retain a Top Secret clearance.

    Evaluations:
    An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check.

    If selected, you must be certified by an OPM Qualifications Review Board (QRB) before you can be appointed to the position, unless you are a current career SES member, former career SES member with reinstatement eligibility, or SES Candidate Development graduate and have already been certified by OPM.
    Qualifications:

    As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications (TQs) and Executive Core Qualifications (ECQs) listed below.


    TECHNICAL QUALIFICATIONS(TQs): Below are descriptions of the technical qualifications that will be presented to you within the online application. You must clearly demonstrate in your responses how your experience supports each of the TQs.   



    1. Demonstrated knowledge of surface transportation laws, regulations, policies, and principles involving such programs as the Federal-aid Highway Program, safety, transportation planning, environment, infrastructure design and construction, contract administration, highway financing, civil rights, intelligent transportation systems/transportation operations, and/or technology transfer.


    EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the executive core qualifications that will be presented to you within the online application. You must clearly demonstrate in your responses how your experience supports each of the ECQs.

    Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development graduates who have been certified by OPM do NOT need to address the ECQs.

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating
