Summary:

This position is located within the Federal Railroad Administration (FRA), U.S. Department of Transportation (DOT). The Chief Financial Officer (CFO) serves as the principal fiscal officer of FRA and directs, coordinates, controls, and ensures the adequacy of FRA fiscal plans, programs and policies.

Duties

The CFO provides executive direction and leadership to a comprehensive financial management program to ensure the effective operation of the budget process, proper utilization of and accounting for the FRA's resources, and up-to-date information on the status of program funds. As a strategic business partner who is vital to agency operations, the CFO provides financial advisory services to all levels of FRA management responsible for efficient and effective program delivery.


The ideal candidate for this position will bring a business perspective to the position to assist program managers in making sound decisions and to ensure FRA's mission is executed in accordance with its organizational performance plan. FRA is seeking an effective organizational leader who can balance the responsibilities of fiscal stewardship with programmatic partnership. The ideal candidate must be competent in risk management, problem solving, strategic planning and effective human capital development and management.


As the FRA CFO, you will:



  • Serve as FRA’s principal official for establishing and monitoring a system of internal controls, consistent with Departmental policy and OMB circular A-123.

  • Develop and apply Federal financial management policies and procedures in budgetary development, formulation, presentation, and execution.

  • Lead the development of complementary budget plans and the establishment of budgetary targets and ceilings to achieve policy and planning objectives.

  • Serve as the FRA principal representative with the Office of the Secretary of Transportation, the Office of Management and Budget (OMB), the General Accounting Office (GAO), and key officials in all other agencies, State and local governments, and the general public.

  • Provide executive oversight for FRA's budget formulation and budget execution. Ensure that FRA's
    key policy objectives and legislative requirements are reflected in all budget justification and other supporting materials.

  • Function as FRA’s principal point of contact for all financial audit issues and findings. Work with the Inspector General, the GAO, and contracted auditors to address and resolve material weaknesses and reportable conditions.

  • Establish FRA budget, financial and accounting policies and procedures, and ensure adequate internal controls throughout the financial management process.

  • Participate in the development of long-range budget plans and establishment of budgetary levels. Allocate and administer fiscal and ceiling controls of personnel resources.

  • Provide executive leadership in the development and use of innovative transportation finance practices.

  • Lead the development of annual financial performance plans and reports covering FRA’s program activities. Participate in goal setting, performance measurement, and accountability.

CONDITIONS OF EMPLOYMENT:



  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).

  • FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.

    An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check. If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.

    Qualifications:

    As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

    TECHNICAL QUALIFICATIONS (TQs): Below is the description of the mandatory technical qualifications for this position. Your resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 


    1. Demonstrated knowledge of, and experience with the CFO Act, the Government Performance and Results Act, Office of Management and Budget (OMB) Circular A-11 and the end-to-end Federal Budgeting process, compliance with Federal Financial Management Improvement Act, Federal Managers’ Financial Integrity Act, OMB Circular A-123, and all federal financial practices and principles.


    2. Demonstrated knowledge of, and experience with multiple fund types including various appropriations, working capital/revolving funds, credit/loan accounts, and in addressing and resolving complex budget formulation and budget execution issues and/or complex financial audit issues and findings.


    3. Extensive experience leading a staff responsible for a range of financial management functions to include budgeting, accounting, audits, and/or developing creative and innovative solutions to complex financial problems.


    4. Demonstrated knowledge of and experience with program management which supports effective partnering in achieving organizational goals and priorities.

    FRA Conflict of Interest Statute - The FRA has determined that seniority rights, leaves of absence, and reemployment rights with or from a railroad generally constitute an actual or an appearance of a conflict of interest. New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or appearance of a conflict of interest. No waivers of this requirement will be granted. FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc., which owns 100% of BNSF), whether held outright, in an IRA, or in a 401 (k) or other plan. Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments. Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
