Summary:

This position is located in the Office of the Chief Economist (CE), which reports to the Under Secretary for Economic Growth, Energy, and the Environment (E). The incumbent serves as a Research Economist and performs economic research and other analytical duties and provides assistance in the development and implementation of a wide range of strategic international economic policy issues.

Responsibilities

  • The incumbent demonstrates an understanding of conceptual and practical issues associated with economic analysis. Under the direction of the Deputy Chief Economist or other senior staff, participates in all phases of an economic analysis.  
  • Demonstrates knowledge of financial economics, international economics and/or development economics, with an interest in geopolitical economic factors and foreign affairs.
  • Performs several, or all, of the steps necessary  for collecting economic data from primary sources. Conduct statistical data analyses and modeling. Responsible for reviewing analytical results for accuracy and completeness.
  • Organizes and summarizes results using tabular and graphic representation. Demonstrates ability to work with small and large databases.  
  • Implements economic, econometric, and policy analyses as needed and incorporates research into written products and oral presentations.
  • Responsible for conducting bibliographic searches; obtain publications; and abstract literature under the direction of the lead economist. Use Internet and library resources to obtain information in support of the work of the office.

    • Skill in written and oral briefings.

    Qualified candidates are assigned a score between 70 and 100.     Qualifications:

    Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.     Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.


    Applicants must meet ONE of the required basic entry qualification requirements described below:


    BASIC REQUIREMENTS:


    Have an undergraduate or graduate degree from an accredited college or university in economics, that INCLUDED at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;


    OR


    Have a combination of education and experience where my coursework was equivalent to a major in economics, as shown in Choice 1 Above, PLUS appropriate relevant experience or additional education;


    OR


    Have a combination of education and experience where my coursework was equivalent to a major in economics, (as shown in above), PLUS appropriate relevant experience OR additional education.


    Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

    IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST also meet one of the requirements listed below:


    Have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service. Qualifying specialized experience must demonstrate the following:


    – Experience collecting, compiling, and arranging economic data for the purpose of drafting preliminary analyses; or, analyzing and interpreting economic data for the purpose of drafting preliminary findings.


    – Experience assisting and supporting senior economists and/or project leaders with portions of their research to prepare preliminary interpretative reports.


    – Experience Conducting Bibliographic searches and statistical data analyses.


    OR


    Have 2 full years of progressively higher- level graduate education leading to master's degree or master's OR equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled;


    OR


    Have a combination of graduate level education and specialized experience (as described above) which is equivalent to the work of the position and to the GS-07 level in the Federal service. This education and experience must meet 100% of the qualification requirements for this position.
