Summary:
This is a non-status, non-permanent Personal Services Contract (PSC) position. You do not acquire a competitive or excepted service status from this position.

This position is located in the Training Management Division, Office of Antiterrorism Assistance, Training Directorate, Bureau of Diplomatic Security. The incumbent(s) serve as a Washington-based Program Manager responsible for the planning, implementation, and management of Antiterrorism Assistance (ATA) program activities within a specified geographic region.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

-Manages budget, program design and implementation of assistance to partner nation security personnel; coordinates with the Regional Program Manager, Regional Security Officer (RSO), and the ATA offices to ensure shipping, logistics, and operations are delivered; provides comprehensive operational leadership, program management and planning.

-Serves as the Contracting Officer’s Representative (COR) for assigned programs related to the design of training courses and delivery of training materials and equipment; performs technical and management oversight of programming activities; monitor contracts for compliance; verify receipt of goods and services; provide guidance in development of new contracts.

-Liaises with senior-level host nation officials and the RSO to identify ATA mission priorities and oversees the implementation of the program in partner nations; works with other ATA divisions and the Bureau of Counterterrorism to identify and determine training requirements; briefs USG officials on strategic goals and status of training in geographic region.

-Ensures effective execution of program requirements; establishes systematic methods of program execution, evaluation, or advocacy; manages the ATA office in the assigned country, overseeing contract and locally employed staff; responsible for Leahy vetting, end use monitoring, procurement and supplies, budgeting, accounting, and general administrative support.

    Qualifications:
    Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.  Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook.  Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.

    Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    - Experience planning, organizing, and managing analyses of resource requirements to include budget performance and funding priorites. 

    - Experience recommending and implementing improvements to program management and administration to include: technical and management oversight for a program.

    - Experience negotiating and liaising with variety of individuals at all levels.

    - Experience as (Contracting Officer's Representation) COR, providing technical guidance and advice to contracting officers and program leadership related to program planning and contract management; 

    There is no substitute of education for specialized experience for the GS-14 position.

    Benefits:
    The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health premium costs that they incur during their period of performance. The program pays 72% of the insurance premium cost (to the maximum limits set by OPM annually) for self, self plus one, or self plus family. To be eligible for the PSC Health Insurance Reimbursement Program, the PSC must be included on the plan and NOT be enrolled in any other form of group plan such as a spousal plan or a retirement plan. This program does not cover Dental or Vision supplements.
