1 NQ-03 To meet the basic qualifications requirements at the NQ-03 level (GS-13 - GS-14), select the option that best describes your experience. Answer to this question is required
  • I have one full year of specialized experience equivalent in responsibility and scope to the NQ-02 pay band or GS-12 level as described in the vacancy announcement under specialized experience requirements.

*In order to qualify for this position you must be prepared to meet the conditions specified in items (A) and (B); or item (C). Please read the information for each of these items, then answer the question which follows regarding basic qualification requirements for the specified pay band.
(A) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13/NQ-03 or higher grade level/pay band, including at least 4 years experience in contracting or related positions. At least one year of that was equivalent to the next lower grade/pay band and must have provided the knowledge, skills and abilities to perform successfully the work of the position; AND
(B) Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
*(C) On January 1, 2000 you must have occupied a position in the GS-1102 Contract Specialist Series at either the GS-13, GS-14, or GS-15 grade level. You will be considered to have met the basic requirements under (A) and (B) for other positions but only at the same grade level or equivalent pay band provided you meet the one year of specialized experience required for the position.
(D) Waiver: For advancement to higher grades, the senior procurement executive of the selecting agency, may waive any or all of the requirements under (A) and (B) and must certify that the applicant possesses significant potential for advancement to higher graded positions based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
