Summary:

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. Duties

The incumbent serves as the Regional Supervisor, Office of Leasing and Plans, and is one of three principal program managers who advise and assist the Regional Director, Alaska OCS Region (AKOCSR), Bureau of Ocean Energy Management (BOEM). The incumbent provides management, policy guidance, direction, and program oversight for all aspects of the BOEM Leasing and Plans Office in the AKOCSR.

The major duties of this position include, but are not limited to the following:

1. Oversees the preparation of all documentation needed for the sale process, including call for information, area identification, proposed and final sale notices and related decision documents, and coastal zone consistency determinations.


2. Oversees the technical review and approval of lease plans, exploration plans, and development/production plans, including the preparation of geological and geophysical reports and other assessment of proposed lessee operational activities.


3. Oversees the evaluation of hazards and constraints to the proposed operations as well as possible effects of the operations on the marine and costal environment; incorporates mitigating measures to lessen risks of effects.


4. Conducts Government-to-Government consultations with federally recognized tribes, and public hearings and meetings with communities.


5. Provides expertise on issues for the Renewable Energy and Alternative Use Program.


6. Oversees qualification of companies, corporations, and their officials to hold interest in and to sign all documents relating to OCS leases, and processes all official record title actions (including assignments, relinquishments, and terminations).Oversees the determination of lessee supplemental bonding requirements and resolution of lessee financial responsibility issues.


7. Directs the adjudication of other legal documents related to OCS leases including processing Fisherman's Contingency Fund claims and the development of lease history information.


8. Acts for the Regional Director, when designated, in the absence of the Regional Director.

Security Clearance Required: You will be required to obtain and maintain a Secret Clearance Level Background Investigation if you are selected and hired for this position.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

4. Written Communication: Skill in written communication in order to communicate with Departmental, and outside key stakeholders as a representative of the Bureau and the Department on a variety of issues such as natural resources and the management and oversight of environmental reviews  and analyses , and environmental studies programs.

Qualifications:

Minimum Qualification Requirements:

To qualify for the GS-15 level, all applicants must possess at least one full year of specialized experience at or equivalent to at least the next lower grade level (­­­­GS-14). Specialized experience must involve the energy sector and include: 

1. managing or executive level participation in planning and/or problem solving for complex energy sector development scenarios and/or complex natural resource management scenarios (“executive level participation” may include having had a substantive role in the final decision or making recommendations to the decision maker on a project; developing a package that included economic evaluation, resource evaluation and lease terms and conditions based on applicable laws, rules, regulations, and internal and external policies and guidelines including the OCS Lands Act (OCSLA), the Federal Oil and Gas Royalty Management Act (FOGRMA), the National Environmental Policy Act (NEPA), Coastal Zone Management Act (CZMA), Oil Pollution Act of 1990 (OPA-90), the Energy Policy Act of 2005 (EPAct), other Federal laws and presenting it to a board; or, serving as an expert on a team assessing the prospects, making decisions or recommendations and presenting your information to a decision maker);  and


2. coordinating, and/or actively participating in the process of developing terms and conditions of agreements, utilizing regulations, policy and guidance or, at an executive level, participating in assessing the implications of regulatory or policy changes, implementing them within an organization and/or providing substantive input into the regulatory/legislative process; and


3. creating and reviewing policy, guidance, direction and oversight of activities related to complex energy sector and/or natural resource management transactions.
