The Advisory Council on Historic Preservation (ACHP) is an independent Federal agency that provides a public forum to influence Federal policy, programs, and activities that affect historic resources nationwide.

With 37 full-time staff, the ACHP promotes the preservation, enhancement, and sustainable use of our nation’s diverse historic resources, and advises the President and Congress on national historic preservation policy.  The ACHP was established by the National Historic Preservation Act (NHPA).
Summary:
This position is in the excepted service and not subject to competitive service procedures.  Merit promotion procedures do not apply. 

This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Preservation Initiatives, in Washington, DC.

Salary Information

GG-15 ($134,789 – $164,200) per annum.   First time hires to the Federal government normally start at the lower salary range of the grade level.

The ACHP has determined that the duties of this position are eligible for ad hoc and regular/recurring telework after successful completion of a 1 year trial period.

Please note that this is a senior position with the ACHP and, as such, candidates are expected to have extensive experience and relevant education. While not required for consideration, the ACHP prefers candidates for this position to possess at least 10 years of professional experience in the public policy arena and an advanced degree in fields related to protection of cultural heritage and historic preservation, including but not limited to anthropology, archaeology, architecture, architectural history, historic preservation, history, landscape architecture, law, or planning.

Duties

The major duties of this position include, but are not limited to the following:

  1. Managing the Office of Preservation Initiatives (OPI);
  2. Supervising OPI program staff;
  3. Representing OPI on the ACHP’s senior staff management team;
  4. Serving as primary staff contact for the members of the ACHP’s Preservation Initiatives Committee, and for key federal agencies and non-federal parties engaged in preservation policy development, legislative review, and implementation of the national historic preservation program;
  5. Working closely with the Executive Director and other senior ACHP staff to ensure that special preservation initiatives, partnerships, and legislative review are responsive to identified ACHP and federal policies, program needs and operational constraints;
  6. Directing research and development on national policy initiatives, including legislative analysis and executive directives, to foster historic preservation and advance preservation activities;
  7. Negotiating and implementing creative interagency and intergovernmental partnerships to help advance national preservation goals;
  8. Drafting speeches, briefings, reports, web articles, and other written materials, and representing the ACHP in meetings regarding preservation initiatives;
  9. Ensuring accurate representation and understanding of ACHP policies, programs, and special initiatives by outside groups; and
  10. Providing staff assistance to the Executive Director and the Chairman for special assignments, including annual budget development and coordination, agency strategic planning, or other tasks.

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.  

Specialized Experience

To qualify for the GG-15, you must possess at least 52 weeks of specialized experience equivalent to the GG-14 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is defined as: working with, and analyzing, federal laws and regulations, Executive Orders and environmental laws governing and affecting historic preservation policy and programs; federal management policies, principles and practices; interpreting and conveying, both verbally and in writing, historic preservation policies and practices to preservation partners, federal, state and local governments and the general public; functioning independently in supervising policy and program work; and identifying and resolving conflicts between federal agency policies and other public policy issues. The incumbent also needs to have an understanding of historic preservation in general, and the National Historic Preservation Act, especially as it relates to the ACHP. 

While a specific education degree is not required for this position, ACHP strongly prefers their senior management officials to possess a degree in one or more fields related to the protection of cultural heritage and historic preservation, including but not limited to anthropology, archaeology, architecture, architectural history, historic preservation, history, landscape architecture, law, or planning.
