BLM is seeking a dynamic and energetic individual to join the Southern Nevada Nevada District Office. 

The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estate throughout the nation. The BLM's multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.

Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples.

Work Environment: The work regularly involves moderate risks or discomforts which may require special safety precautions. Incumbent will adhere to all saftey rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Duties

The duties described are at the full perfomance level

The archaeologist performs research, field investigations, and integration of results into agency or departmental environmental assessments, impact statements, operational programs, historic preservation compliance reports, and varied types of planning documents, laboratory and other data analysis, library research, interpretation or consultative work, preparation of reports for publication, curatorship and exhibition of collections, or development and implementation of programs and projects which carry out such work. This work requires a professional knowledge of archaeological principles, theories, concepts, methods, and techniques.

Develops and maintains a cultural resource information base for the field. Conducts inventories, which may include compiling and analyzing existing data from institutional files and databases, professional literature, archival and other historical documents, original interviews, and other indirect sources.

Participates as a team member in preparing multiple-use resource management plans and environmental impact documents, identifying special cultural resource considerations, potential multiple-use conflicts, and potential impacts to cultural resources. Reviews applications for cultural resource use permits and fieldwork authorizations, recommending approval or denial and/or changes in work proposed or personnel to be utilized. Helps prepare the cultural resources portions of the current budget and program work plans.

Requirements:
This position falls under the Group Qualification Standard for Professional and Scientific Positions Archeology Series 0193 and has an Individual Occupational Requirement.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points. In addition, interviews may be conducted for this position. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position. 

    KSA 1: Knowledge of archeological principles, concepts, practices, regulations, and policies related to multiple-use resource management and planning.

    KSA 2: Knowledge of the impacts of various land management practices on cultural resources.

    KSA 3: Knowledge of administrative programming planning, and budgeting techniques and procedures to project and assess developing trends relating to cultural resources management and develop current and long-range plans for complex projects.

    KSA 4: Ability to direct members of the public in monitoring, patrolling, site repairing, signing, fencing, and other administrative or physical protective measures.
    Qualifications:
    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience and basic requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.  

    BASIC REQUIREMENT: A degree which included three (3.0) semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology - Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; --AND-- Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; --AND-- Six (6.0) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; --OR-- A related degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school); --OR-- A combination of education and experience - college level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education; --OR-- Four (4) years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

    SPECIALIZED EXPERIENCE REQUIREMENT:

    For GS-11: In addition to meeting the BASIC REQUIREMENT, one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience includes planning & carrying out archeological research projects which center on a major historical theme & time period. Examples: Author or review cultural resource sections of resource management plans; develop mitigation strategies to resolve adverse effects to historic properties; supervise activities to protect & improve the conditions of cultural resources; --OR-- Meet the BASIC REQUIREMENT and completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; --OR-- Meet the basic requirement AND have an equivalent combination of the type and level of experience and education described above.

    Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.64.
