Marketing Statement:

Duties

Coordinates and leads on-the-ground inspections of proposed surface disturbing activities associated with oil and gas development and/or other land uses. Writes Environmental Assessments (EA) describing action, setting, impacts, and measures required to mitigate the proposed actions. Participates in the preparation of and/or reviews Environmental Impact Statements (EIS). Conducts field inspections of oil and gas operations and/or other surface use authorizations for the purpose of determining compliance with applicable laws and regulations, lease terms, onshore Oil and Gas Orders. Communicate on a daily basis with a variety of individuals to resolve land use conflicts between proposed land uses and other resource mandates.

    Evaluations:
    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities to do the work of this position.

    1) Knowledge of Federal, state and local laws and regulations in conjunction with oil and gas development or other surface disturbing operations.


    2) Knowledge of various biological and physical sciences involved in determining best management practices to prevent resource problems.

    3) Knowledge of lands and minerals use authorization practices.

    4) Knowledge of oil and gas and other land use authorizations.

    5) Ability to use various conflict resolution techniques to fashion solutions to complex issues.
    Qualifications:
    Basic Educational Requirements - This position has a positive education requirement which requires you to have a degree inbiological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR a combination of education and experience -- courses equivalent to a major, as shown above, plus appropriate experience or additional education.

    Specialized Experience for the GS-07 is described as:

    Experience: One year of specialized experience equivalent to at least the GS-­05 level assisting higher level professionals with gathering information related to natural resources projects and implementing plans developed by others. - OR -  Education: One year of graduate level education as listed above (NOTE: 18 semester hours is considered an academic year of graduate study) - OR - Superior Academic Achievement (S.A.A.) - S.A.A. is based on (1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.) - Applicants must have a grade-point average of: (a) 3.0 or higher out of a possible 4.0 ("B" or better) or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) or (3) Honor Society Membership - http://www.achsnatl.org/. - OR - Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.

    Specialized Experience for the GS-09 is described as:

    Experience: One year of specialized experience equivalent to at least the GS-­07 level developing natural resources management plans including monitoring studies, allotment evaluations and inspections, working and coordinating with partners and the public. - OR -Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (NOTE: 18 semester hours is considered an academic year of graduate study) - OR - Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
