BLM is seeking a dynamic and energetic individual to join the team to provide professional geological expertise and administration of the Indian minerals program, solid and fluid minerals programs.

The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estate throughout the nation. Physical Demands: The work includes both office and field conditions. Office work involves long periods of intense concentration on technical details. Most field work requires a certain amount of physical stamina and is often under a variety of arduous conditions, including travel by 4-wheel drive vehicle or on foot over rugged, slippery, and/or hazardous terrain, exposure to extreme temperature and weather conditions, as well as topographic extremes. The incumbent may be required to perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such equipment and samples. 

Work Environment: When in the office, the position is physically located in close proximity to a number of other professional employees, and must tolerate an average amount of conversation, telephone and other similar office distractions and background noise. Office quarters are located in a modern office building and tend to be “cubicle/open space” arrangements. The incumbent may be eligible for max-flex scheduling, telework accommodations or may be required to work remotely from home. Field conditions include the full range of topographic conditions, ranging from rolling hills to a steep mountainous terrain. Incumbent will, on occasion, be required to tolerate high/low temperatures, dust and high levels of noise and vibration. Safety clothing such as safety boots, goggles, etc. are required to be worn. During winter months temperatures of 10 degrees Fahrenheit can be expected, while during the summer temperatures in excess of +100 degrees Fahrenheit are not uncommon. The incumbent may be subjected to hostile wildlife, chemical and physical hazards. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. When completing work assignments in the office or field, or operating a motorized vehicle, incumbent must be alert to safety hazards to ensure work is accomplished in the most efficient and safe manner.

Duties

Incumbent administers the Indian Mineral Program within the District.  Works with designated representatives from the various Tribal groups as well as various governmental groups including but not limited to the Bureau of Indian Affairs (BIA), the Office of Natural Resources and Revenue (ONNR), the Environmental Protection Agency (EPA), etc.  The incumbent reviews exploration or development operating plans for adequacy on mineral leases, sales and mining operations. Participates in or leads interdisciplinary team projects for minerals related actions, such as the development of environmental documents for the purpose of evaluating applications for free use permits, material sales, oil and gas leasing, geothermal resource leasing, exploration and development drilling, and mining plans of operations.  Provides written and/or oral assistance to the public on questions concerning the laws, regulations, and policy governing all aspects of mineral resources on public lands.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements.  Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume.  If you meet the qualification requirements, your application will be placed in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.  In addition, interviews may be conducted for this position.  The interviews may be conducted on a pass/fail basis or may be scored.  The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    3. Ability to communicate effectively, both orally and in writing to prepare clear, concise reports with professional quality.
    Qualifications:
    BASIC EDUCATION REQUIREMENT: This position has a positive education requirement - applicants must demonstrate that they meet this requirement. (TRANSCRIPTS REQUIRED).

    This is an interdisciplinary position:

    To qualify under the Mining Engineer series you must have a Bachelors degree in Mining Engineering that included curriculum accredited by ABET; OR include differential & integral calculus AND courses in five of the following areas of engineering science or physics: (1)statics/dynamics; (2)strength of materials; (3) fluid mechanics/hydraulics; (4)thermodynamics; (5)electrical fields/circuits; (6)nature & properties of materials; OR (7)optics, heat transfer, soil mechanics or electronics; OR a combination of education & experience including engineering coursework in physical & mathematical science & experience in one of the branches of engineering AND I have 1 of the following: (1)professional engineer registration; (2)passed the EIT examination or similar state examination; (3)completed 60 semester hours of coursework specified in the basic requirement above; (4)completed a bachelors degree in a related field AND have 1 year or more of professional engineering experience.

    To qualify under the Geologist series you must have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor`s or higher degree in the field of Geology plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography; OR combination of education and experience equivalent to a major in geology or related disciplines appropriate to the position advertised.

    Specialized Experience:  Applicants must also meet the specialized experience in addition to the Basic Educational Requirements.
      
    Specialized Experience for the GS-12 Mining Engineer: 1 year of specialized experience equivalent to the GS-11 level in engineering. At this level, work requires independent judgment & action or decision making & an intimate grasp of the subject matter. Examples: serve as a specialist performing work in minerals exploration, development & production activities such as review/prepare exploration plans or the extraction of minerals, evaluate mineral resources, inspect mining operations & reclamation activities

    Specialized Experience for the GS-12 Geologist: 1 year of specialized experience equivalent to the GS-11 level in engineering.Perform work independently and are expected to take initiative and be creative in accomplishing the work including analyzing and interpreting policy; oversees permit applications and programs; evaluating research; carrying out inspections.
