BLM is seeking a dynamic and energetic individual to join the team as a Geographic Inforamation System Specialist.

The BLM manages more land – approximately 253 million acres - than any other Federal agency.  This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska.  The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation.  The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.

This position is located in Norman, Oklahoma.  Information about Norman and the Norman area can be found at Norman, OK 

Physical Demands: Work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experience on a regular basis in attempting to respond to conflicting objectives and  in working against tight deadlines with limited resources.

Work Environment: Work is primarily in an office/computer room environment. Occasional field work may be required.  Field work is a support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. The incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.

Duties

Serves as a technical advisor on GIS and is responsible for the acquisition and management of spatial information required to support the management of public lands.  Implements and modifies GIS software applications and interfaces.  Provides technical user support for all aspects of geo-spatial data and software.  Identifies requirements and implements advanced analytical techniques necessary to solve complex issues.  Provides technical user support for all aspects of geo-spatial data and software and troubleshooting assistants to field office personnel.  Represents the office to facilitate the sharing and distribution of spatial information.  Works actively to bring consistency to all geo-spatial data.  Suggest technically feasible approaches, and makes recommendations to the user and management regarding the most efficient automation, mapping, and/or analysis approaches.  Cooperates with federal, State, and other local government entities, key private organizations, and professional organizations to capture and analysis projects.  Using BLM business requirements and input from BLM program leads and resource specialists, to utilize this data as a foundation on which technology will be developed and integrated in support of BLM mission requirements.  Performs consultation and research to determine common and unique requirements, to recommend standardized resource base data terms and elements for uniform identification by all users and to select and develop a system design to service users individually or as a group.

    Evaluations:
    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements.  Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.  In addition, interviews may be conducted for this position.  The interviews may be conducted on a pass/fail basis or may be scored.  The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    1)  Knowledge of Geographic Information Systems (GIS), related technology, and analytical techniques in order to resolve moderately complex GIS issues for natural resources management activities.
    2)  Knowledge of geographic/cartographic sciences, interdisciplinary resource management, and database management in order to administer geospatial databases and identy interrelationships with GIS data.
    3) Knoweldge of functions, principles, techniques of land use planning including outdoor recreation planning and interdiscipliary resource managemnt (e.g. environmental impact analysis, rangeland management,wildlife management, etc).
    4)  Ability to effectively communiate orally and in writing with a variety of audiences.
    Qualifications:
    This position does not have an education requirement, however you may qualify based on a combination of education and specialized experience.

    Specialized Experience for the GS-11 is described as:

    Experience: One year of experience equivalent to the next lower grade (GS-09) performing coordination & technical direction of GIS data preparation, entry & analysis; manage GIS operations project schedules, data entry/digitizing; administer data base; coordinate system user activities; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree (NOTE: 18 semester hours is considered an academic year of graduate study) OR LL.M., if related; OR Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
