Physical demands are varied. Assignments involve office work entailing periods of intense concentration while working on problems, reports, calculations, etc.  The position also requires good physical   conditioning for review, inspection, and construction work in the field. Required to complete field surveys involving walking, climbing over steep, rocky terrain, hauling
instruments and other engineering equipment and supplies, as well as long hours of driving over rough roads.

Work Environment:  Environment varies from working in a heated or air-conditioned office to performing outside assignments in temperatures ranging from over 100 degrees in summer to below zero during winter months.  Outside work terrain may involve brushy, wet, steep, rocky terrain or rough or flat arid desert or grasslands.  Travel in snow, rain, or on muddy roads may create hazardous driving conditions. In addition to weather, field hazards may include snakes, poisonous plants, and insects. The incumbent spends a considerable amount of time working in the field. Travel to remote
sites with overnight  stays during the field season may be  common.

Duties

This position serves as a civil engineer for the Northwest Oregon District of the Bureau of Land Management under the supervision of a supervisory civil engineer or higher graded professional. This position has the authority and responsibility to provide technical civil engineering expertise for new construction, project planning, program packages, and operations and maintenance plans for projects which may be accomplished by contractors. Responsibilities will include design, review and appraisal of construction projects.

In addition, to qualify for the GS-09 requires one year of specialized experience equivalent to a GS-07 in the federal service or 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

The GS-11 requires one year of specialized experience equivalent to a GS-09 in the federal service or 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

    Evaluations:
    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.
    1. Experience with survey, design, construction and maintenance of buildings, structures, recreation facilities, bridges and other facilities. 
    2. Knowledge of Federal, State, and Local environmental and natural resource related laws and regulations.
    3. Knowledge of a wide range of civil engineering principles and practices applicable to a broad range of difficult and complex facilities engineering assignments.
    4. Skill in interpersonal communication, in communicating complex engineering issues to managers, co-workers and contractors.
    5. Ability to plan and monitor medium to large scale civil engineering projects to assure compliance through various procurement contracts.
    Qualifications:
    Specialized Experience Requirements:  

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.   Examples for GS-09 Assist with designing new facilities, transportation systems, or other projects.  Assist with contract modifications from field measurements and computations, estimating price of materials and labor required.

    Specialized experience for the GS-11 level:  Prepare complete contract drawings, specifications and bid documents as required to insure construction compliance with the project design criteria.    Prepare complete and accurate "as-built" drawings, specifications and maintenance manuals, which accurately record all changes and modifications made during construction.  Perform condition surveys to generate existing use criteria for evaluation and establishment of feasibility for alternative methods of facility maintenance.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Basic requirement is a bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    Or a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    • Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
    • Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
