This position is located in Santa Fe, New Mexico.  Information about Santa Fe and the Santa Fe area can be found at the Santa Fe Chamber of Commerce.

Physical Demands: Work is sedentary. The duties require occasional periods of standing, walking, bending, and carrying of light objects. 

Work Environment: Work is performed primarily in an office environment that is adequately lighted, heated and ventilated. Occasional travel is required.

Duties

This position will service the New Mexico State Office. Incumbent provides guidance to managers regarding laws, regulations, policies and procedures on a variety of issues such as leave administration, hours of duty, training, awards, unemployment and compensation.  Analyzes individual cases to determine appropriate rate of pay considering many factors such as highest previous rate, special salary rates, retained grade and/or pay, pay schedule changes etc. Gives advice to supervisors, managers, and employees on basic pay, locality pay, special salary rates, pay flexibilities, FLSA and Title 5 overtime determinationsProvides technical expertise in determining rates of pay and on using compensation flexibilities to help recruit, manage, and retain employees. Analyzes individual cases to determine appropriate rate of pay considering many factors such as highest previous rate, special salary rates, retained grade and/or pay and pay schedule changes. Works with automated personnel systems such as the Federal Personnel Payroll system (FPPS) in effecting personnel actions and completing work assignments. Provides advice to managers, supervisors, and employees regarding difficult and complex recruitment and placement actions. Collaborates with managers in determining short and long term recruitment needs and in developing effective recruitment methods and strategies. Consults with hiring officials on any special qualifications required, and advises them of any special hiring authorities which may be utilized. Announces vacancies under the Merit Promotion Program, through direct hire, or delegated examining authority or through the Office of Personnel Management. Makes qualification determinations, rates and ranks applicants against crediting plans and advises subject matter experts and panels who may assist with the recruitment process. Prepares certificates of eligibles. Ensures all placement actions meet regulatory requirements.

    This position does not have an education requirement. You must meet the specialized experience requirement to qualify for this position.
    Evaluations:
    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements.  Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. In addition, interviews may be conducted for this position.  The interviews may be conducted on a pass/fail basis or may be scored.  The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    2. Broad knowledge of HR management and the interrelationships of separate HR functions in order to coordinate actions where the major issues involve several HR management areas, and to provide general advice and assistance in those areas.

    3. Knowledge of current HR automated systems to query, retrieve, and analyze information in order to complete work assignments. 

    4. Knowledge of how the principles of HR management can help the organization achieve its goals and ability to incorporate such information into daily contacts with managers and supervisors.
    Qualifications:
    Specialized Experience: applicants must meet the specialized experience indicated below. 

    Specialized Experience for the GS-09 is described as: 

    Experience: Specialized experience is described as one year of experience equivalent to the GS-07 or equivalent level applying knowledge of fundamental recruitment and placement practices; providing advisory services in the areas of staffing, special employment programs, and classification; determining eligibility and qualification requirements of job applicants for specific positions; developing vacancy announcements; reviewing personnel actions for accuracy; and researching personnel and pay issues. -OR-

    Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if directly related.

    Specialized Experience for the GS-11 is described as:

    Experience: Specialized experience is described as one year of experience equivalent to the GS-09 or equivalent level researching, interpreting, and applying appropriate Federal laws, regulations, policies and guidelines in the area of recruitment, placement, and  providing management advisory services related to recruitment, placement, and developing job analysis and assessment tools; analyzing personnel needs of an organization and recommending solutions to staffing problems; reviewing recommendations for promotion/reassignment to determine eligibility; and analyzing, evaluating and classifying positions to assign occupational series and grade. -OR-

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree  or LL.M., if related.

    Combination of Education and Experience: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
