Marketing Statement:

The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. This position is located in Norman, Oklahoma.  Information about Norman and the Norman area can be found at Norman, OK.

Physical Demands:  The work is predominantly sedentary although there is some walking, stooping, and bending involved when searching for records.

Work Environment:  The work is performed in a typical office setting. Occasional travel may be necessary to coordinate workload with Field Office personnel, conduct research, and attend meetings, training and workshops.

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy.  The use of a relocation service company and home marketing incentive will not be offered.

Duties

Provide leadership, motivation, and direction to a staff of land law examiners, legal instrument examiners, legal assistants, and administrative assistants to ensure the processing of energy related use applications for Federal and Indian trust mineral lease and/or relative actions are properly processed and coordinated.  Plans, organizes, and directs priorities and work of staff.  Deals with conduct and performance issues.  Ensures all program actions are in conformance with Bureau standards, guidelines, land use planning (Federal lease and realty actions), laws, policies, and procedures.  Adjudicates proposed communization and other pooling agreements affecting Indian trust minerals; provide case recordation number and coordinate recommendation to the BIA as needed.  Ensures coordination and communication with staff and the branches within the division.  Leads collaborative efforts to address resource issues involving our customers, personnel, stakeholders, interest groups, BIA, Ute Tribe, and other government and state agency personnel.  Enters, retrieves and manipulates data in databases.  Maintains accuracy of the minerals and realty data bases and permanent records.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements.  Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.    In addition, interviews may be conducted for this position.  The interviews may be conducted on a pass/fail basis or may be scored.  The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    1.  Ability to lead a staff to accomplish program objectives.

    2.  Ability to identify issues and negotiate solutions to resolve conflicts among staff

    3.  Knowledge of resource program laws, regulations, and policies governing the multiple use of public lands and mineral development of Indian trust leases.

    4.  Silled in verbal and written communication.

    5.  Knowledge of Bureau's automated data base systems.
    Qualifications:
    Basic Educational Requirements:  Graduate education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation.

    Specialized Experience for the GS-11 is described as:

    Experience:  One year of specialized experience equivalent to the GS-9 level performing adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use. General practice of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, or disposal of land. Title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of the laws, regulations, and policies associated with land management programs. Work as a land appraiser that involved appraisal of undeveloped or marginal-type land.; AND/OR, Ph.D. or equivalent doctoral degree OR 3 full years of graduate education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation; - OR - Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
