The BLM manages more land - 245 million surface acres - than any other Federal agency. This position is located in Santa Fe, New Mexico.  Information about Santa Fe and the Santa Fe area can be found at Santa Fe, NM.

Physical Demands:  The work is predominantly sedentary although there is some walking, stooping, and bending nvolved when searching for records.

Work Environment:  The work is performed in an office environment.

This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply; (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM’s 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.

Duties

Processes and adjudicates routine cases involving but not limited to the issuance of mineral lease offers.  Assisting with setting and holding competitive lease sales.  Approves or denies assignment of record title and operating rights.  Process simple bond acceptance and terminations.  As a trainee, learns to determine the accuracy and proper execution of applications.  Collects basic data on mineral cases and apply Mineral leasing laws, which may impact the case.  Apply appropriate fact finding or problem solving methods to gather information from various sources, applicable statutes, regulations of guidelines.  Prepares routine correspondence, notices, and decisions to process cases.  Utilizes data, systems and applications to collect, update and maintain data according to Bureau and program standards.  Ensures data quality and integrity by adherence to quality control standards and procedures.  Drafts simple adjudication decisions on assigned cases involving clearly defined facts, readily defined rights and interests, and identifiable land status.

    Evaluations:
    Once you complete and submit your application package, a review of your application will be made to ensure you meet the eligibility and minimum qualification requirements for the job.     Eligible and qualified applicants will be referred to the hiring manager in unranked order by preference status: (1) Preference eligible veterans having a compensable service-connected disability of 10% or more (CPS and CP); (2) Other preference eligibles (XP); (3) Applicants eligible for 5-point veteran’s preference (TP); and those (4) Applicants not eligible for veteran’s preference (NV). In addition, interviews may be conducted for this position. The job related questions align with the following knowledge, skills and abilities required to perform the duties of this position.

    Selectees at the GS-05/07 level who meet basic eligibility requirements will be referred for the Administrative Careers with America (ACWA) examination administered under authorities of the Office of Personnel Management (OPM). It is expected that this test will be conducted within two weeks of the closing date of this announcement. Applicants who score 90 or above on the test will be referred to the selecting official. Applicants will be responsible for providing their own means of transportation and travel to take the test.

    1)  Basic knowledge of examination, contents and processing of some quasi-legal or legal documents, including land surveying terminology and land record systems.

    2)  Ability to search legal and related source documents for information.

    3)  Ability to interpret and apply findings, develop recommendations and document those recommendations in a report or legal document.

    4)  Ability to utilize computer equipment and software applications to input, manipulate, update and maintain data and request reports.

    5)  Ability to communicate orally and in writing to convey information and prepare written material. 
    Qualifications:
    A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.

    Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual’s eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

    Basic Educational Requirements -  GS-5: Major study -- any field.

    For GS-7:  Applicants can qualify for GS-7 based on graduate education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. Applicants who qualify for GS-7 on the basis of the superior academic achievement provision must have had at least 12 semester hours of course work related to the administration of land laws.

    Specialized Experience for the GS-05 is described as:

    Experience:
    3 years of general experience, 1 year which was equivalent to at least GS-04, which provided a familiarity with real property laws and legal land descriptions, land titles, tract maps, and legal documents, or other experience that involved explanation, application, or interpretation of laws, regulations, policies, etc. - OR - Education: 4 year cour of study leading to a bachelors's degree - OR - Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify.

    Specialized Experience for the GS-07 is described as: One year of specialized experience equivalent to at least the GS-­05 level performing quasilegal work in processing, adjudicating of right of ways and/or oil and gas and advising on applications for right aways and/or oil and gas. - OR - Education: One year of graduate level education as listed above (NOTE: 18 semester hours is considered an academic year of graduate study) - OR - Superior Academic Achievement (S.A.A.) - S.A.A. is based on (1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.) - Applicants must have a grade-point average of: (a) 3.0 or higher out of a possible 4.0 ("B" or better) or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) or (3) Honor Society Membership - http://www.achsnatl.org/- OR - Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify.
