Duties

This position serves as a Lead Human Resources (HR) Specialist in a Human Resources Office in the Bureau of Land Management (BLM). The primary purpose of this position is to lead a team and provide advisory services and policy support in one or more functional areas of Human Resources Management (HRM). Areas may include Benefits/Retirement, Information Systems, Recruitment and Placement, Employee Development, Compensation, Performance Management, and/or another specialty area. The position requires knowledge of a wide range of HRM concepts, laws, policies, practices, analytical and diagnostic methods, and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points. In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    KSA 1: Knowledge of leadership concepts, methods, principles, and practices in order to perform functions such as: identifying, distributing, and balancing workload and tasks among employees; serving as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members; resolving simple, informal complaints of employees; and monitoring and reporting on team members’ work.

    KSA 2: Ability to perform qualitative and/or quantitative analyses in order to identify, assess, analyze, and improve the effectiveness and efficiency of HRM services and work products provided by the team.

    KSA 3: Thorough knowledge of HRM concepts, principles, practices, laws and regulations related to the HRM specialty area(s) in order to serve as an advisor to management and other HR Specialists; to provide recommendations and solutions for complex and sensitive issues; and to implement or analyze HR policies and procedures in the Bureau.

    KSA 4: Skill in collecting information, fact finding, analysis, evaluation and research of complex and/or controversial interrelated issues to provide sound conclusions, advice, and recommendations where little precedent exists.
    Qualifications:
    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled.

    For the GS-12: One (1) year of specialized experience equivalent to the next lower grade (GS-11) or equivalent in Federal service. Specialized experience is futher defined as experience leading a team and identifying, distributing and balancing workload and tasks among employees; maintaining program and administrative reference materials; provide interpretation/guidance on policies, procedures and written instruction; serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members; estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.

    There is no substitution of education for experience at the GS-12 and above grade levels.

    Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
