Summary:
BLM is seeking a dynamic and energetic individual  to join the team to serve as a Mitigation Specialist in the Montana State Office, Division of Resources, Planning, and Fire, in Billings, Montana.  Information regarding the Billings area can be found at the Billings Chamber of Commerce website.

Duties

This incumbent in this position serves as the principle coordinator and technical advisor on policies, procedures, and practices designed to mitigate impacts from a wide range of uses and projects on public lands.  Duties include, but are not limited to, the following:   

  • Providing technical advice to state leadership on mitigation strategies, planning, and implementation
  • Developing, reviewing, recommending and implementing changes to mitigation program policies, standards, methods, controls, and procedures.
  • Participating on interagency and or interdisciplinary teams and committees to discuss mitigation initiatives, activities, policies, and procedures at the National and State level.  
  • Promoting and implementing an integrated training program to meet the requirements of the field.
  • Developing, reviewing, analyzing, and/or editing mitigation related content for major environmental and project planning documents (such as Land Use Plans and Environmental Impact Statements).
  • Implementing studies, analyses, and calculations, as appropriate, to provide appropriate mitigation and compensation for impacts for individual site specific projects and broader scale cumulative impacts.
  • Evaluating the overall program effectiveness and accomplishment will incorporate multi-scale analyses.
  • Researching, identifying, and negotiating partnerships, cooperative agreements, interagency agreements, and or memoranda of understandings with other agencies, institutions, or organizations to encourage and facilitate cooperative mitigation management strategies.

Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume.     • Knowledge of and experience in applying a wide range of theories, principles, concepts, practices, and standards of mitigation and natural resources management.
    • Professional scientific knowledge of a natural resources science field such as biological sciences, wildlife management, rangeland management, ecology, etc.
    • Thorough knowledge of Federal, State, and local environmental laws and regulations in order to develop, review, recommend and implement changes to mitigation program policies, standards, methods, controls, and procedures.
    • Knowledge of analytical and evaluative methods, principles, and techniques in order to analyze and evaluate the effects of public and private land uses and mitigation proposals on biological, natural, social, cultural, and economic resources.
    • Ability to effectively communicate orally and in writing to clearly articulate ideas, concepts, and complex procedures; effectively navigate political environments; and negotiate with a variety of stakeholders, including Federal, Tribal, State, and Local governments, special interest groups, authorized land users, industry, etc.

    Qualifications:
    Basic Education Requirements: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience--at least 24 semester hours equivalent to a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines relative to the position, plus appropriate experience and/or additional education.

    In addition to meeting the basic education requirements described above, applicants must have the following:  In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement-please be sure to include this information in your resume. Applicant must have one year of specialized experience equivalent in difficulty and complexity to the GS-11 grade level. Such experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    Specialized experience to qualify at the GS-12 level must demonstrate a knowledge of principles related to the mitigation of natural resource impacts such as developing or implementing mitigation plans, providing information and guidance on mitigation implementation, assessing mitigation debits and credits, and/or evaluating mitigation successes or failures. 

    There is no substitution of education for specialized experience at the GS-12 level.
