BLM is seeking a dynamic and energetic individual to join the team as a Secretary.  The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. Duties

This position provides administrative support to the District Manager (DM), the Associate District Manager (ADM), the District Leadership Team (DLT), Resource Advisory Council (RAC), the Public Affairs Officer (PAO), and the Administrative Officer (AO).  Serves as personal assistant to the DM and the ADM on confidential matters and performs special project assignments.  Gathers and compiles information, arranges meetings and materials and assists in preparing agendas and other meeting requirements.  Reviews and drafts correspondence, maintains appointment calendars, and takes accurate and concise meeting minutes.  Arranges travel for the DM, ADM and other staff, serves as timekeeper for assigned staff, and utilizes multiple software programs and printing equipment to prepare documents, meeting materials, spreadsheets, matrixes, brochures, posters, handouts, and other types of large and/or small format materials.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    1. Knowledge of the Department of the Interior and Bureau of Land Management administrative procedures and regulations, including the organization's management structure to ensure smooth operation of the District Manager's Office.

    2.  Skill in interacting constructively with a variety of individuals having varying backgrounds using both oral and written communication.

    3.  Knowledge of English grammar, spelling, punctuation, and Bureau of Land Management standards and control procedures for correspondence and the preparation of a variety of documents, brochures, meeting presentations, spreadsheets, meeting minutes and other required documents.

    4.  Ability to plan and organize assignments in a changing environment in order to meet deadlines and accomplish assigned tasks.

    5.  Ability to operate office computer software programs, databases, and web based programs necessary to prepare required documents.
    Qualifications:
    Qualifications Required:  1 year of specialized experience equivalent to GS-6 in the Federal service, OR 1 year (18 semester hours) of graduate level education directly related to this position, OR an equivalent combination of specialized experience and education as described in the vacancy announcement.

    Specialized Experience Requirements:  In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-06) of the position to be filled.  Examples include:  experience with a wide variety administrative functions, and clerical services. Experience with arranging meetings involving staff from outside and within the immediate office; receiving and referring phone calls and personally answers routine questions, experience reviewing outgoing correspondence for procedural, grammatical, and typographical accuracy; maintaining control records on incoming correspondence and action documents; experience working with databases, including adding, retrieving and manipulating data; experience using a variety of software programs including automated travel programs, spreadsheets, electronic time and attendance programs, purchase requests and other software programs; and experience keeping information confidential.     

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
