Physical Demands:  The field work requires considerable physical exertion and sometimes requires spending a full day in rough, uneven terrain, on steep slopes with brush and downed logs.  Most of the work is conducted in a an office environment and associated physical demands.

Work Environment:  Weather may vary and field work is expected to go on during inclement weather.  Field work may include walking or driving motor vehicles over rough terrain in remote areas in all kinds of weather.

Most work is performed in the office in close proximity to fellow workers.  Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines.

Duties

The incumbent serves in a technical advisory role to management in support of district activities relating to inventory and implementation and monitoring of current land use plans. This position provides leadership, guidance, coordination, and direction for the districts’ forest inventory program and support in the oversight of the districts’ silivicultural program. They serve as a senior staff specialist with an in depth understanding of the management assumptions/direction, land use allocations, and growth and yield models of the Resource Management Plan. This position is responsible for permanent plot inventory; contract development, administration, application support, and quality assurance. Knowledge in models for growth and yield stand visualization, harvest scheduling, and vegetation projections is necessary. The individual is responsible for participation in regional inventory analysis efforts such as growth and yield development and determination of the Allowable Sale Quantity.

Qualifications and Evaluations

Requirements:
Basic requirement is a bachelor's degree in forestry or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

In addition, to qualify for the GS-12 requires one year of specialized experience equivalent to a GS-11 in the federal service.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    1)  High level of computer skills to run inventory application and forestry models, and utilize Geographic Information Systems (GIS) and Geographic Positioning Systems (GPS), and perform associated analysis.

    2)  Leadership skills sufficient to provide technical and interpersonal leadership to work crews, contractors, and committees. Ability to conduct and document meetings.

    3)  Basic understanding of forest biometrics enabling the ability to do statistical analysis. Skill in creating and maintaining effective communication, both oral and written, between self and others within and outside BLM.

    Specialized Experience Requirements:  

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.   Examples:  Perform landscape level analysis, planning and monitoring, ensuring inclusion of new data from research and monitoring.  Use a variety of automated systems to analyze field data and forest capabilities, maintain records, access and utilize data bases, and prepare documents.  Meet members of the general public, industry and special interest groups to exchange technical information and explain forest management activities.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Other Information:
    In July 2014, the Eugene and Salem Districts of the BLM initiated a two-year consolidation process that will – by October 2016 – result in a single District with one District Manager and one District Leadership Team. The Districts have begun an implementation plan that will guide the consolidation process over the next couple of years. Although the districts will remain separate entities during the transition, leadership will be looking for opportunities to engage employees, streamline work processes, and reduce overhead cost prior to becoming a new district. Our offices in Salem, Eugene, and Tillamook will remain and moves to a different duty station are not anticipated. Positions that have a district role may realize increased geographic responsibility as consolidation progresses.
