BLM is seeking a dynamic and energetic individual to join the team as a Realty Specialist. 

The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estate throughout the nation. The BLM's multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.

Physical Demands: The work of the position is split between sedentary and physical.  You may lead or conduct on-site examinations, involving walking, standing, bending and requiring normal physical exertion.  Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections.  The field duties of this position require that you operate four-wheel drive vehicles on and off roads in isolated areas.

Duties

This position is located in a Bureau of Land Management Field Office.  The employee is responsible for exercising technical expertise in a wide variety of complex land realty transactions.  Duties may include:  Independently leading or individually gathering, analyzing, and processing information, making defensible recommendations on a wide variety of complex and controversial lands and realty actions including rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals and trespass.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    1. Knowledge of laws, regulations, policy and procedures for land sales, trespass, permits, rights-of-way, exchanges, hazardous materials, withdrawals, revocations, acquisitions and leases.

    2. Ability to research laws, regulations, and precedent decisions to solve problems or questions that accrue in the adjudication procedures. This includes interpretation of various provisions of laws and regulations and apply them to specific cases.

    3. Ability to interpret Federal regulations that apply to lands and minerals.

    4. Skill in communicating both orally and in writing to a broad spectrum of public entities.
    Qualifications:
    Specialized Experience Requirements:   

    1.  In depth working and comprehensive knowledge of the Federal Land Policy and Management Act, National Environmental Policy Act, Title 43 Code of Federal Regulations, and policies, guidelines and other pertinent laws and regulations to provide expertise and make appropriate recommendations.

    2.  Working and comprehensive knowledge of other resource activities such as HAZMAT, recreation, watershed, wilderness, cultural, range, wildlife and minerals to evaluate proposed actions to determine if conflicts exist.

    3. Ability to communicate orally and in writing.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    One (1) year of specialized experience equivalent to a GS-09 in the federal service is qualifying for the GS-11. Examples:  Applying knowledge of commonly applied real estate principles, rules, regulations and practices in a natural resource environment to determine land ownership and status, review applications and Plans of Development, conduct field examinations and establish and maintain case files. OR Education may be substituted OR equivalent combinations of education and experience. For GS-11 you need 3 full years of progressively higher level graduate education leading to such a degree or LL.M., OR a combination of successfully completed post-high school education and experience may be used to meet total qualification requirements OR a combination of education and experience.
