Duties

At the GS-07/09 Levels: Assists senior rangeland management specialists in gathering, analysis, interpretation, and evaluation of data to determine if land use objectives are being met. Reviews range permits to ensure compliance with appropriate federal law. Assists with the coordinating and consulting with local Tribal Councils, state and federa agencies, and other groups regarding rangeland protection and conservation. Conducts studies and determines the need for range and watershed improvements that are directly related to management objectives. Responsible for assisting in preparing, evaluating and conducting biological analyses of public rangeland projects. Responsible for providing basic input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland ecosystems. Serves as a rangeland resource advisor to ranchers, farmers, and other land users.

At the GS-11 Level: Plans, manages, produces, and implements assigned alloment evaluations. Principle author/editor of written products developed for the allotment evaluation process. Develops, maintains and revises planning documents in the field office for the range program in accordance with established planning schedules. Ensures impacts to the range and grassland ecosystem are properly mitigated. Serves as the principal investigator and negotiator on livestock grazing unauthorized use cases and makes recommendations for case settlement and closure. Assists in the development, implementation, and maintenance of Resource Management Plans (RMPs).

Qualifications and Evaluations

Requirements:
Position falls under the Group Coverage Qualification Standards for Professional and Scientific Positions and Rangeland Management Series, 0454 Individual Occupational Requirements (IOR), and has a positive education requirement.

You will need to clearly state your undergraduate/graduate degree(s) and submit all your college transcripts or a listing of your college courses that includes hours and grades.

May frequently be required to walk or ride horses and/or vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such equipment and samples. Extended periods of driving four wheel drive vehicles over rough tmain is required to reach remote areas. Overnight
camping is sometimes required. The incumbent may subjected to hostile wildlife, chemical and physical hazards.

    Evaluations:
    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume.     At the GS-07 level:

    KSA 1: Knowledge of rangeland management and the ability to perform work involving conserving, developing and managing public rangelands.

    KSA 2: Knowledge of the disciplines of other natural resources and biological sciences.

    KSA 3: Ability to effectively communicate technical and non-technical information both orally and in written form to diverse groups of people.

    KSA 4: Ability to use automated systems to input data and generate reports.

    KSA 5: Ability to research, collect, verify, interpret, and analyze a variety of complex directions, regulations and information.

    At the GS-09 and GS-11 Level:

    KSA 1: Knowledge of and skill in applying concepts, principles, and methodologies in the field of rangeland management.

    KSA 2: Knowledge of the theories, principles and concepts related to the ecological behavior of grasslands, pasture lands, savannas, shrub lands, riparian properties, deserts, meadows and coast marshes.

    KSA 3: Ability to communicate effectively with a variety of individuals and groups both verbally and in writing on a variety of resource issues.

    KSA 4: Knowledge of applicable Federal Laws, statutes and legislation governing rangeland management programs.

    KSA 5 (for GS-09 level): Skill in gathering data, and analyzing, interpreting and evaluating the results.

    KSA 5 (for GS-11 level): Knowledge of related disciplines in order to integrate findings into the allotment evaluation processes.
    Qualifications:
    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience and basic education requirements - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    This position has BASIC EDUCATION REQUIREMENTS. All applicants must clearly state their undergraduate and graduate degree(s) and submit ALL l their college transcript(s). The BASIC EDUCATION REQUIREMENTS for this position are as follows: A. Degree: Range Management OR a related discipline that included at least forty-two (42) semester hours in a combination of the plant, animal, soil sciences, and natural resources management, as follows: 1. Range Management: At least eighteen (18) semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. 2. Directly related plant, animal, and soil sciences: At least fifteen (15) semester hours of directly related courses in the plant, animal, and soil sciences, including at least one (1) course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. 3. Related resource management studies: At least nine (9) semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management; OR B. Combination of education and experience with at least forty-two (42) semester hours of course work in the combination of plant, animal, soil sciences and natural resources management as described above, plus appropriate experience or additional education.

    To qualify at the GS-07: In addition to meeting the basic education requirements described above, one (1) year of specialized experience equivalent to the next lover grade level (GS-05) in the Federal service. Specialized experience is further defined as assisting higher level professionals with grazing applications and permits, on-the-ground use supervision, planning and conducting range studies, planning range & watershed improvements, conducting trespass investigations, consulting with livestock operators and preparing land use planning documents; OR One year of graduate education in Range Management or a directly related field; OR Graduated from a four year college with Superior Academic Achievement (S.A.A.), which is based on one of the following: (1) class standing, (2) grade-point average, or (3) honor society member. Only graduate level education may be combined with experience.

    To qualify at GS-09: In addition to meeting the basic education requirement described above, one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service, assisting with grazing leases, permits, transfers and allotment management plans, monitoring studies, allotment evaluations and inspections, and analyzing multiple resource management issues; OR Two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in Rangeland Management or a directly related field OR an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year may be combined with experience.

    To qualify at GS-11: In addition to meeting the basic education requirement described above, one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service, resolving grazing administration issues, developing allotment plans, and serving as principal contact and negotiator for rangeland issues within multiple-use-management areas; OR Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or PH.D. or equivalent doctoral degree in Rangeland Management or a directly related field OR an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first two years may be combined with experience.
