Duties

The Civil Engineer is assigned to the Division of Support Services, Operations Engineering Staff within the Eugene District. The incumbent assists the District Engineer in providing program management oversight, and gives technical advice to other engineers, civil engineering technicians, specialists and managers in the following areas: all phases of infrastructure design and contact administration with an emphasis on low volume roads and facility management and maintenance, timber sale program support, water and sewage systems, fish enhancement facilities, retaining walls, roads, dams, trails, major culverts, bridges, and wells; conducts technical studies and manages program databases. Must possess the ability to prepare clear and concise reports, correspondence and memoranda dealing with highly technical information in a manner that can be read and understood by others without technical engineering backgrounds. Must work well with others as well as independently.

Qualifications and Evaluations

Requirements:
Basic requirement is a bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Or a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration -- Current registration as a professional civil engineer by any State, the District of Columbia, Guam, or Puerto Rico.

Written Test-- Evidence of having succesfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

In addition, to qualify at GS-11 requires one year of specialized experience equivalent to a GS-09 in the federal service.

    Specialized Experience Requirements:  

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.   Examples: Prepare complete contract drawings, specifications and bid documents to insure construction compliance with project design.  Prepare data for construction contract modifications from field measurements and computations, estimate the price of materials and labor needed for those changes.  Prepare complete and accurate "as-built" drawings, specifications and maintenance manuals.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Other Information:
    In July 2014, the Eugene and Salem Districts of the BLM initiated a two-year consolidation process that will – by October 2016 – result in a single District with one District Manager and one District Leadership Team. The Districts have begun an implementation plan that will guide the consolidation process over the next couple of years. Although the districts will remain separate entities during the transition, leadership will be looking for opportunities to engage employees, streamline work processes, and reduce overhead cost prior to becoming a new district. Our offices in Salem, Eugene, and Tillamook will remain and moves to a different duty station are not anticipated. Positions that have a district role may realize increased geographic responsibility as consolidation progresses.
