Marketing Statement:
The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estate throughout the nation. Duties

Provide front desk coverage for both the BLM and U. S. Forest Service. Provide customer service support in person and over the phone. Interact with the public, providing information and guidance regarding BLM and other programs and procedures. Respond to complex inquiries concerning such matters as land ownership, recreational opportunities, timber sales, mining claims and rights-of-way. Sell documents, maps, permits, recreation permits, Forest passes and similar permits and materials. Be designated as a cashier/collections officer. Provide letters, memos and reports in final form. Create, edit and retrieves documents and mailing lists. Perform general office clerical work as assigned.

Qualifications and Evaluations

Requirements:
One year of specialized experience equivalent to a GS-06 in the federal service.

Six months of graduate level education in a directly related field may be qualifying.

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    1)  Knowledge of, or the ability to gain knowledge of the laws, regulations and policies of BLM programs. Some knowledge, or ability to gain knowledge of U. S. Forest Service and local government programs and policies. 

    2) Ability to communicate effectively orally and in writing with the public in order to provide information and assistance on general, specific and technical public land inquiries. 

    3) Ability to use a variety of computer Microsoft Office programs such as, word, excel, access and others.

    4) Knowledge of BLM and related agency collections policies and procedures to properly and accurately collect and account for funds collected.

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Other Information:
    In July 2014, the Eugene and Salem Districts of the BLM initiated a two-year consolidation process that will – by October 2016 – result in a single District with one District Manager and one District Leadership Team. The Districts have begun an implementation plan that will guide the consolidation process over the next couple of years. Although the districts will remain separate entities during the transition, leadership will be looking for opportunities to engage employees, streamline work processes, and reduce overhead cost prior to becoming a new district. Our offices in Salem, Eugene, and Tillamook will remain and moves to a different duty station are not anticipated. Positions that have a district role may realize increased geographic responsibility as consolidation progresses.
