BLM is seeking a dynamic and energetic individual to join the Elko District Office team as their Outdoor Recreation Planner. 

The BLM manages more land – approximately 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation. The BLM's multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.

Duties

As a senior Outdoor Recreation Planner, manage the recreation program which includes developed sites, dispersed summer and winter recreation, wild and scenic rivers and interpretive services, urban interface, wilderness, wilderness study areas, National Conservation Areas, or other Congressional designations, and oversees the planning and/or operation, maintenance and protection of public use sites and facilitates.

Administer recreation special use permit program, including concessionaire operations. Write and review the recreation management portion of National Environmental Protection Act (NEPA) documents, site plans and other related recreation plans and studies for proposed land use and development.

Serve as a work leader for lower graded employees and volunteers. Assign tasks, provide training and may evaluate performance and recommend recognition.

Requirements:
This position falls under the group coverage qualification standards for Administrative and Management positions in conjunction with the Individual Occupation Requirements for the Outdoor Recreation Planning Series.

Individual Occupational Requirements

Education: Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation; OR Experience

    Evaluations:
    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. In addition, interviews may be conducted for this position. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    KSA 1: Knowledge of professional aspects and expertise in recreation planning, inventory and evaluation.

    KSA 2: Knowledge of the environmental analysis process required under the National Environmental Policy Act (NEPA).

    KSA 3: Skill in communication to include effective writing techniques and active listening skills.

    KSA 4: Working knowledge of a budgeting system sufficient to develop and implement the recreation/wilderness portions of the budget.
    Qualifications:
    Qualification Requirement Using Specialized Experience Education:

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience and/or education requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    For GS-09: One year of specialized experience, equivalent to at least the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as: conducting inventories and studies to determine recreation visitor use and site suitability; prepare recreation activity plans; work on environmental assessment projects related to recreation activities; process special recreation use permits including supervising events and performing compliance monitoring; coordinate the planning, operation, fee collection and maintenance of developed campgrounds and trailhead's; OR two (2) years of graduate education leading to a masters or equivalent degree in outdoor recreation planning or a related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation; OR an equivalent combination of the specialized experience and graduate education described above.

    For GS-11: One year of specialized experience, equivalent to at least the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as experience applying outdoor recreation principles and techniques with little to no oversight, resolving internal and external conflicts, and proposing solutions to issues; OR PhD or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a degree in outdoor recreation planning or a related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of doctoral work in related disciplines must have one or more courses in outdoor recreation; OR an equivalent combination of the specialized experience and graduate education described above.
