This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM’s 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.

Duties

This is an advanced trainee geologist position located in a Bureau of Land Management Field Office that is responsible for basic work tasks that involve knowledge and application of the principles of geology. Duties include applying geological practices to the processing of drilling permits (including both surface and subsurface resource review), mineral material applications, solid leasable mineral applications, surface management of operations authorized by the mining laws and actions related to abandoned mines. Incumbent assures compliance with the environmental and reclamation requirements of the Secretary’s regulations and current Bureau policy.

To be eligible, an applicant must be:
A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous two years or other applicable period.

Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual’s eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

    Qualifications:
    Basic Education Requirement:

    This position has a positive education requirement which requires that you have a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography; OR a combination of education and experience -- course work as shown above, plus appropriate experience or additional education.

    You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades

    Specialized Experience Requirement:

    In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both in addition to the basic education requirement outlined above - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    Specialized Experience for the GS-07 Geologist:  1 year of specialized experience equivalent to at least the GS-05 level in geology related work.  Work assignments were diverse, limited in complexity & selected to provide experience & training. Examples: provide expertise in processing applications to conduct oil & gas drilling; assist in the review of mineral exploration proposals; prepare environmental assessments for minerals activities; advise the public on law, regulations & procedures that pertain to mining claims, material sales & mineral leasing; OR have 1 year of graduate education leading to a master`s degree in geology or a directly related field OR meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education may be combined with experience.

    Specialized Experience for the GS-09 Geologist:  1 year of specialized experience equivalent to at least the GS-07 level in geology related work.  At this level, geologists independently perform recurring assignments that are more difficult & complex than those performed by a recent graduate. Examples: review & provide geologic expertise in the processing of applications to conduct drilling; review mineral exploration proposals & recommend stipulations to protect resource values; provide geologic data to staff engaged in drainage & economic evaluation; OR 2 years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in the field of geology or directly related fields of study; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year of may be combined with experience.
