Serves as the Civil Engineer and project manager within the assigned office on single and multi-year, multi-faceted projects which may involve coordination with interdisciplinary teams, other offices, other agencies, or related interest parties.
Coordinates annual reviews of office transportation plan and Facility Asset Management System (FAMS). Provides overall guidance and technical support for engineering matters, to include ensuring that all private industry projects constructed on public lands meet BLM and safe engineering construction standards.
Determines appropriate engineering standards and develops special designs or stipulations to mitigate conflicts and fulfill management needs for facilities to be built, modified, or maintained. Leads survey and design of various projects. Leads the project layout, which includes survey, necessary profiles, selection of borrow areas, cross sections when needed, drop structures, etc.
Responsible for overall design and review, contract administration and acting as the liaison. Ensures the appropriate permits and regulations for BLM construction projects are in compliance with other federal, state and local agencies. Develops or reviews contract documents, provides contract administration, or works as a mediator to resolve contract problems.
Reviews Environmental Assessments for engineering adequacy and performs field checks to determine adequacy of mitigating measures. Conducts feasibility surveys and studies for all proposed projects. Prepares reports outlining findings and providing recommendations based on cost benefit ratios, environmental considerations, and sound engineering practice.
