Marketing Statement:

BLM is seeking a dynamic and energetic individual to join the NV-BLM Team.

The BLM manages more land - 245 million surface acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estate throughout the nation. The BLM's multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.

Duties

Primary responsibilities of the position involve implementation and assisting in the preparation of prescribed fire plans, fire effects monitoring plans, manual and mechanical hazardous fuels treatments, and smoke and wildland fire monitoring plans. The incumbent considers prescribed fire/fuels management, smoke management, fuels modification principles and procedures, fire effects knowledge, and knowledge of scientific data collection and analysis principles into implementation procedures and practices.


Physical Demands: Duties involve rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on incumbent during fire activities.


Work Environment: Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments.

Requirements:

This position requires regular and recurring overtime and shift work.


This position requires you to wear an officially-approved uniform while in a duty status.

You must possess a valid state driver's license and it must be valid at all times during your appointment to this position.

Passage of a pre-employment physical is required. You must also pass the work capacity test for arduous positions. THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564, and under the Department’s Drug Free Workplace Program:  Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment.  In addition, this position is subject to random testing for illegal drug use.

This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). Secondary positions are not subject to the maximum entry age policy; the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.

    This position falls under the Technical and Medical Support group coverage there is no Individual Occupation Requirement or education requirements for this position.

    Evaluations:

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.


    KSA 1: Knowledge of the requirements imposed by environmental laws, regulations, and policies to support treatments and planning documents.

    KSA 2: Knowledge of Natural Resource Management, where the knowledge is directly applicable to fuels management and wildland fire.

    KSA 3: Knowledge of prescribed fire and fuels management techniques and tactics to plan, implement, and participate in fuels projects.

    KSA 4: Knowledge of the policies, techniques, and practices of wildland firefighting as obtained through substantial service as a primary firefighter.

    Qualifications:

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-XX) of the position to be filled.

    For GS-08: Must have one (1) year of specialized experience at the GS-7 level (or equivalent), which demonstrates the knowledge, skills and abilities required to perform the duties of the position (this includes work on wildland fire suppression crews (engines, hand crews, fuels crews and helitack crews), fuels management, prevention mitigation and education, fire planning, fire investigation, and fire trespass) . At the GS-8 level or equivalent, assignments with deadlines and priorities are set, and work is often completed under direct supervision. Completed work is regularly receives supervisor review for appropriateness and technical soundness.-OR-have completed two full years (36 semester hours) of GRADUATE level college education or a Master's degree directly related to this position, such as a major in Forestry, fire science, range management or in a field that has equipped me with the knowledge, skills and abilities to perform the duties of this position-OR-have an equivalent combination of experience and education as described in the vacancy announcement. For example, I have 6 months of specialized experience (50% of the required specialized experience) and I have 18 semester hours of graduate study (50% of the graduate study). 

    For GS-09: One (1) year of specialized experience at the GS-8 level (or equivalent), which demonstrates the knowledge, skills and abilities required to perform the duties of the position (this includes work on wildland fire suppression crews (engines, hand crews, fuels crews and helitack crews), fuels management, prevention mitigation and education, fire planning, fire investigation, and fire trespass) . At the GS-9 level or equivalent, assignments with deadlines and priorities are set, and work is often completed independently. Completed work is reviewed for appropriateness and technical soundness, but methods are typically not reviewed in detail. -OR-have completed 2 years (36 semester hours) of GRADUATE level college education or a Master's degree directly related to this position, such as a major in Forestry, fire science, range management or in a field that has equipped me with the knowledge, skills and abilities to perform the duties of this position-OR-have an equivalent combination of specialized experience and graduate education as described above

    Selective Placement Factors: This position requires special qualification(s) that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

    PRIOR WILDLAND FIREFIGHTING EXPERIENCE REQUIRED. Applicants must have 90-days of prior wildland firefighting experience. This must be evidenced in your application. The Department of the Interior defines wildland firefighting experience as: any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience gained through militia and rural fire departments can also be credited as long as the total amount of this experience equates to at least 90-days. Wildland fires are categorized into two distinct types:  1) Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires, and 2) Prescribed Fires/Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

    This position is categorized as a Prescribed Fire and Fuels Specialist under the Interagency Fire Program Management (IFPM) Standard. The selectee must meet the minimum qualification standards for IFPM prior to being placed into the position. To meet IFPM requirements, you must possess all of the following National Wildfire Coordinating Goup (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

    1) Engine Boss (ENGB); OR Crew Boss (CRWB); OR Fire Boss (FIRB); AND

    2) Incident Commander Type 4 (ICT4) or higher


    (IQCS) Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG qualifications for this IFPM position. Failure to provide this documentation by the closing dated of the announcement will result in you being rated as not qualified.

    Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
